commemorating the first visit of a Dominican
Senate President to the New York State Senate,
Honorable Eduardo Estrella, and recognizing the
importance of the relationship between the Dominican
Republic and NYS

WHEREAS, It is the sense of this Legislative Body to recognize and
acknowledge leaders of exceptional character and accomplishment, whose
endeavors have enriched the lives of the citizens of the Dominican
Republic and the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commemorate the first visit of a Dominican Senate President to the New
York State Senate, Honorable Eduardo Estrella, and to recognize the
importance of the relationship between the Dominican Republic and the
State of New York; and

WHEREAS, The Honorable Eduardo Estrella, a Dominican civil engineer
and politician, is the current President of the Senate of the Dominican
Republic, and served as Secretary of State in the Ministry of Public
Works and Communications of the Dominican Republic from 1991-1994; and

WHEREAS, The Honorable Eduardo Estrella was elected Senator for the
province of Santiago de los Caballeros in 1994-1998 and currently in the
period (2020-2024), and during his time as Secretary of State of Public
Works and Communications, he carried out an efficient and transparent
management before employees, contractors, and the public opinion,
supervising all works executed and maintenance assistants throughout the
country; and

WHEREAS, Under The Honorable Eduardo Estrella's administration,
hundreds of schools were constructed throughout the country, and a
national plan for the reconstruction of local roads was executed, as
well as the expansion of airports, construction of bridges and
breakwaters, and hundreds of kilometers of streets and avenues were
paved in the main cities of the national geography; and

WHEREAS, The Honorable Eduardo Estrella's leadership and
accomplishments have contributed to the strengthening of the
relationship between the Dominican Republic and the State of New York;
and

WHEREAS, The Honorable Eduardo Estrella has facilitated the exchange
of ideas and experiences with multiple elected officials, including the
first letter of invitation to collaborate with the New York Senate,
addressed to Majority Leader Andrea Stewart-Cousins in 2022, and hosted
the first delegation of New York State Senators to visit the Senate of
the Dominican Republic on an official trip in the same year, where he
facilitated the first legislative meeting in the history of New York
State and the Dominican Republic; and

WHEREAS, It is fitting to recognize Honorable Eduardo Estrella's
visit to the New York State Senate on May 17, 2023, and his
contributions to the betterment of the Dominican Republic and the State
of New York; now, therefore, be it resolved

That this Legislative Body pause in its deliberations to commemorate
the first visit of a Dominican Senate President to the New York State
Senate, Honorable Eduardo Estrella, and to recognize his achievements
and the importance of the relationship between the Dominican Republic
and the State of New York; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to The Honorable Eduardo Estrella.
