Assembly Resolution No. 1021

CONGRATULATING Donald R. Ingalls, Vice President
of State and Federal Relations for Highmark Western
and Northeastern New York, upon the occasion of his
retirement after 25 years of distinguished service
WHEREAS, It is the custom of this Legislative Body to acknowledge
the significant milestones in the distinguished careers of esteemed
residents of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
congratulate Donald R. Ingalls, Vice President of State and Federal
Relations for Highmark Western and Northeastern New York, upon the
occasion of his retirement after 25 years of distinguished service, to
be celebrated at a surprise retirement party on Thursday, April 18,
2024; and
WHEREAS, From the University of North Carolina, Donald R. Ingalls
obtained a bachelor's degree in political science; he was also a Fellow
in the National Health Maintenance Organization Management Fellowship
Program; and
WHEREAS, In 1999, Donald R. Ingalls commenced his career with the
health plan company; prior to joining the staff there, he was Executive
Director of CMG Health/Magellan Behavioral Health in Buffalo, New York,
from 1993-1999, and was responsible for clinical and administrative
aspects of managing behavioral healthcare on a full-risk, capitation
basis for 650,000 members in seven health maintenance organizations
(HMOs); and
WHEREAS, Donald R. Ingalls has fulfilled the roles of numerous
executive positions with Community Health Care Plan, a staff model HMO
in Connecticut, including Vice President of Marketing and Public
Affairs; he was also instrumental in initiating and chairing the
Legislative Committee of the Association of Connecticut HMOs; and
WHEREAS, Presently, Donald R. Ingalls is Highmark Western and
Northeastern New York's primary advocate within the healthcare policy
community, advising stakeholders on legislative and regulatory
advancements; and
WHEREAS, The recipient of the Business First C-Suite Award in 2021,
Donald R. Ingalls has dedicated his illustrious profession to his
customers, exemplifying outstanding leadership, compassion, and
stewardship; his fellow employees commend him for his inspiration,
determination, and guidance; and
WHEREAS, It is the sense of this Legislative Body that, when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of the great State of New York; and
WHEREAS, Rare, indeed, is the occurrence of such a compassionate
blending of strength and commitment as that demonstrated by Donald R.
Ingalls over a lifetime of sacrifice and dedication to others; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Donald R. Ingalls, Vice President of State and Federal
Relations for Highmark Western and Northeastern New York, upon the
occasion of his retirement after 25 years of distinguished service, and
to wish him well in all his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Donald R. Ingalls.
