HONORING Barbara J. Dix for her continued service
to Oswego County, a 47-year record of civic
excellence
WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge outstanding individuals within our midst who
have made significant contributions to the quality of life therein; and
WHEREAS, This Legislative Body is justly proud to honor Barbara J.
Dix for her continued service to Oswego County, a 47-year record of
civic excellence, to be celebrated on her 90th birthday on June 25,
2024; and
WHEREAS, Barbara J. Dix began her illustrious career in 1977 as
Historian of both the Town of Schroeppel and the Village of Phoenix, New
York, during which time she planned and implemented the town's 150th
Anniversary celebration and conducted research on the Phoenix Fire of
1916 and Treasure Island; and
WHEREAS, After holding town and village historian roles for over a
decade, Barbara J. Dix accepted a position as Historian of Oswego County
from 1990 until 2003; and
WHEREAS, Barbara J. Dix was instrumental in the creation of the New
York State Historians Association where she served as president from
1998 to 1999; and
WHEREAS, In her capacity as Oswego County Historian, Barbara J. Dix
formed and worked with the Underground Railroad Council as chair of the
Oswego County Underground Railroad Commission from 1993 to 2000, and
began archival research in the second county in New York State to
undertake such work; and
WHEREAS, Barbara J. Dix also created the Oswego County Records
Management and was the Director of the operation during her time as the
Oswego County Historian; she designed the physical setup after finding a
location for operations within the old sheriff's office, and established
the blind numbering system; and
WHEREAS, In 2003, Barbara J. Dix was named the New York State Local
Historian of the Year for excellence in promoting and bringing to life
the history of Oswego County; she returned to her position as the
Historian of the Village of Phoenix in 2004, and one year later,
returned to her position as Historian of the Town of Schroeppel; she
continues to serve in both capacities to this day, holding the position
of historian for nearly a half-century in Oswego County; and
WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Barbara J. Dix has displayed
throughout her life; and
WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Barbara J. Dix, that future generations may know and appreciate her
admirable character, her many benevolent deeds, and the respect and
esteem in which she is held by her community; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Barbara J. Dix for her outstanding devotion to the history of
Oswego County, and to celebrate the joyous occasion of her 90th
birthday; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Barbara J. Dix.
