BILL NUMBER: S1023 SPONSOR: COONEY TITLE OF BILL: An act to amend the cannabis law, in relation to certain medical canna- bis reforms SUMMARY OF SPECIFIC PROVISIONS: Section one authorizes certified medical cannabis patients from other states to access New York's medical cannabis program provided they have sufficient documentation. Section two directs the cannabis control board to approve pre-rolled cannabis products in the medical cannabis program. Section three provides the effective date. JUSTIFICATION: Nearly every state in the nation has their own medical cannabis program.

COONEY -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the cannabis law, in relation to certain medical canna- bis reforms THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 32 of the cannabis law is amended by adding a new subdivision 17 to read as follows: 17. A PERSON WHO IS NOT A RESIDENT OF THIS STATE, BUT WHO IS AUTHOR- IZED TO ENGAGE IN THE MEDICAL USE OF CANNABIS UNDER THE LAWS OF HIS OR HER STATE OR JURISDICTION OF RESIDENCE, IS DEEMED TO HOLD A VALID REGIS- TRY IDENTIFICATION IF THE PERSON PROVIDES LEGITIMATE DOCUMENTATION AND ABIDES BY THE LEGAL LIMITS ON THE POSSESSION, DELIVERY AND PRODUCTION OF CANNABIS FOR MEDICAL PURPOSES IN THIS STATE, AS SET FORTH IN SECTION THIRTY-ONE OF THIS ARTICLE. THE BOARD SHALL MAKE REGULATIONS TO IMPLE- MENT THE PROVISIONS OF THIS SUBDIVISION AND MAY ENTER INTO RECIPROCITY AGREEMENTS WITH OTHER STATES WITH MEDICAL CANNABIS PROGRAMS. § 2. Section 13 of the cannabis law is amended by adding a new subdi- vision 7 to read as follows: 7. THE BOARD SHALL PROMULGATE REGULATIONS FOR THE APPROVAL OF PRE-ROLL PRODUCTS IN THE MEDICAL CANNABIS PROGRAM. § 3. This act shall take effect immediately.
