SERRANO -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to financing the design, acquisition, construction, improvement and installation of East River Esplanade THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. In exchange for hosting the East 91st Street Marine trans- fer station, and to help mitigate any potential adverse impacts to health and recreational opportunities, improvements shall be made to the East River Esplanade. § 2. The public authorities law is amended by adding a new section 1285-v to read as follows: § 1285-V. FINANCING OF THE DESIGN, ACQUISITION, CONSTRUCTION, IMPROVE- MENT AND INSTALLATION OF EAST RIVER ESPLANADE. THE CORPORATION SHALL HAVE THE AUTHORITY, SUBJECT TO THE APPROVAL OF THE DIRECTOR OF THE BUDG- ET, TO FINANCE THE DESIGN, ACQUISITION, CONSTRUCTION, IMPROVEMENT AND INSTALLATION OF ALL OR ANY PORTION OF THE EAST RIVER ESPLANADE INCLUD- ING, BUT NOT LIMITED TO, BOAT STORAGE UNDER 96TH STREET, PIER 107 AND DECKING OVER THE FDR DRIVE. § 3.
