CLEARE -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development AN ACT directing the commissioner of housing and community renewal, in consultation with the director of the budget and the commissioner of taxation and finance, to conduct a study to examine the efficacy of the creation of a statewide affordable housing agency THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The commissioner of housing and community renewal, in consultation with the director of the budget and the commissioner of taxation and finance, shall conduct a study to examine the efficacy of the creation of a statewide affordable housing agency whose sole mission is to directly build affordable housing utilizing state funds and employing residents of the state to accomplish such construction of affordable housing. § 2. The commissioner of housing and community renewal shall prepare a report which shall be submitted to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate and the minority leader of the assembly, within one year after the effective date of this act, containing findings and recommendations for potential legislative and regulatory actions to create such a state- wide affordable housing agency. § 3.
