BILL NUMBER: S1934 SPONSOR: BAILEY TITLE OF BILL: An act to amend the executive law, in relation to prohibiting denial of entry to a public place or denial of service solely on the basis of wearing a mask in public during an epidemic or a pandemic PURPOSE: The purpose of this bill is to ensure that people are not denied entry to public spaces or denied services merely for wearing a face mask during an epidemic or a pandemic. SUMMARY OF SPECIFIC PROVISIONS: Section one of this bill prohibits the denial of entry or services mere- ly for wearing a mask during a state emergency for an epidemic or a pandemic. Section two sets forth the effective date.

BAILEY, MYRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Government Operations AN ACT to amend the executive law, in relation to prohibiting denial of entry to a public place or denial of service solely on the basis of wearing a mask in public during an epidemic or a pandemic THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 296 of the executive law is amended by adding a new paragraph (i) to read as follows: (I) FOR ANY PERSON, AGENCY, BUREAU, CORPORATION OR ASSOCIATION, INCLUDING THE STATE AND ANY POLITICAL SUBDIVISION THEREOF, TO DENY A PERSON ENTRY TO A PUBLIC PLACE OR DENY A PERSON SERVICE SOLELY ON THE BASIS OF WEARING A MASK IN PUBLIC DURING A STATE EMERGENCY FOR AN EPIDEMIC OR A PANDEMIC. § 2.
