BILL NUMBER: S1986 SPONSOR: JACKSON TITLE OF BILL: An act to amend the education law, in relation to authorizing and directing the commissioner of education to allow students attending a school closed due to a viral outbreak to receive instructional time for work completed outside of the school; and providing for the repeal of such provisions upon expiration thereof PURPOSE: The purpose of this bill is to allow students to accrue their required annual instructional hours while they are completing their school work outside of school due to their school's closure from a viral outbreak. SUMMARY OF PROVISIONS: Section 1 adds a new subdivision 57 to Section 305 of the Education Law that authorizes the Commissioner of Education to promulgate rules and regulations to allow students to accrue instructional hours towards

JACKSON, PERSAUD -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to authorizing and directing the commissioner of education to allow students attending a school closed due to a viral outbreak to receive instructional time for work completed outside of the school; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 305 of the education law is amended by adding a new subdivision 57 to read as follows: 57. THE COMMISSIONER IS AUTHORIZED AND DIRECTED TO PROMULGATE RULES AND REGULATIONS WHICH ALLOW FOR INSTRUCTIONAL HOURS TO BE ACCRUED TOWARDS THE REQUIRED ANNUAL INSTRUCTIONAL HOURS AND ANY OTHER INSTRUC- TIONAL HOUR REQUIREMENT FOR THE STUDENT'S GRADE FOR THE AMOUNT OF TIME A STUDENT SPENDS COMPLETING SCHOOL WORK OUTSIDE OF THE SCHOOL WHILE SUCH SCHOOL IS CLOSED DUE TO A VIRAL OUTBREAK. § 2. This act shall take effect immediately and shall expire and be deemed repealed December 31, 2023. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
