 Introduced  by  Sen. JACKSON -- read twice and ordered printed, and when
   printed to be committed to the Committee on Mental Health
 
 AN ACT to amend the mental hygiene  law,  in  relation  to  establishing
   integrated community mental health clinics
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The mental hygiene law is amended by adding a  new  section
 41.59 to read as follows:
 § 41.59 INTEGRATED COMMUNITY MENTAL HEALTH CLINICS.
   (A)  THE COMMISSIONER IS AUTHORIZED, WITHIN APPROPRIATIONS MADE THERE-
 FOR, TO ESTABLISH INTEGRATED COMMUNITY MENTAL HEALTH CLINICS.
   (B) THE COMMISSIONER SHALL ESTABLISH STANDARDS FOR THE  OPERATION  AND
 FUNDING OF SUCH CLINICS, INCLUDING BUT NOT LIMITED TO:
   1. GUIDELINES FOR INTEGRATED SERVICES TO ADDRESS MENTAL HEALTH ISSUES,
 ANGER MANAGEMENT ISSUES, SUBSTANCE ABUSE ISSUES AND ISOLATION ISSUES;
   2. PERIODIC EVALUATION OF SERVICES PROVIDED BY SUCH CLINICS;
   3. STAFFING PATTERNS FOR SUCH CLINICS; AND
   4. GUIDELINES FOR DETERMINING STATE AID TO SUCH CLINICS.
   §  2.  This  act shall take effect on the ninetieth day after it shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal of any rule or regulation necessary  for  the  implementation  of
 this  act  on its effective date are authorized to be made and completed
 on or before such effective date.
