BILL NUMBER: S2118 SPONSOR: BAILEY TITLE OF BILL: An act to amend the correction law, in relation to providing vocational training to incarcerated individuals on the installation of solar hot water systems for the provision of hot water to correctional facilities PURPOSE: To provide practical and vocational training to incarcerated individuals and inexpensive, environmentally sustainable hot water in prison living units in compliance with the American Correctional Association stand- ards. SUMMARY OF PROVISIONS: Section I of the bill amends section 137 of the correction law to provide that, where it is practical, cells, dorms and rooms should be plumbed to provide hot water to wash basins.

BAILEY, MYRIE, SEPULVEDA -- read twice and ordered printed, and when printed to be committed to the Committee on Crime Victims, Crime and Correction AN ACT to amend the correction law, in relation to providing vocational training to incarcerated individuals on the installation of solar hot water systems for the provision of hot water to correctional facili- ties THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 4 of section 137 of the correction law, as amended by chapter 322 of the laws of 2021, is amended to read as follows: 4. Whenever there shall be a sufficient number of cells or rooms in a correctional facility, each incarcerated individual shall be given sleeping accommodations in a separate cell or room, provided, however, that nothing herein contained shall be construed so as to limit the right of the department to utilize dormitory-type accommodations where necessary or where appropriate to a program of treatment. TO THE EXTENT PRACTICABLE, SUCH CELLS, ROOMS AND DORMITORIES SHALL BE PLUMBED TO PROVIDE INCARCERATED INDIVIDUALS HOT WATER. § 2. Subdivision 2 of section 171 of the correction law, as amended by chapter 364 of the laws of 1983, is amended to read as follows: 2. Such labor shall be either for the purpose of the production of supplies for said institutions, or for the state, or any political subdivision thereof, or for any public institution owned or managed and controlled by the state, or any political subdivision thereof; or for the purpose of industrial training and instruction, or partly for one, and partly for the other of such purposes.
