 AN  ACT  to amend the education law, in relation to developing grow your
   own initiatives at school districts, boards of cooperative educational
   services and higher education institutions

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The education law is amended by adding a new section 3039
 to read as follows:
   § 3039. GROW YOUR OWN INITIATIVE. 1. THE COMMISSIONER, IN CONSULTATION
 WITH THE DEPARTMENT OF LABOR, CHANCELLOR OF THE STATE UNIVERSITY OF  NEW
 YORK  AND  CHANCELLOR  OF THE CITY UNIVERSITY OF NEW YORK, SHALL DEVELOP
 GUIDELINES FOR  SCHOOL  DISTRICTS,  BOARDS  OF  COOPERATIVE  EDUCATIONAL
 SERVICES  AND  INSTITUTIONS  OF  HIGHER EDUCATION TO USE TO DEVELOP GROW
 YOUR OWN INITIATIVES AIMED  AT  ATTRACTING  UNDERREPRESENTED  CANDIDATES
 INTO  THE  TEACHING PROFESSION. SUCH GUIDELINES SHALL INCLUDE BUT NOT BE
 LIMITED TO:
   (A) EFFORTS FOR  LOCAL  RECRUITMENT  OF  UNDERREPRESENTED  CANDIDATES,
 INCLUDING  THOSE WHO ARE CURRENT TEACHING ASSISTANTS, PARAEDUCATORS, AND
 CURRENT STUDENTS;
   (B) INITIATIVES AIMED AT CREATING AN EARLY RECRUITMENT PIPELINE BEGIN-
 NING AT THE MIDDLE AND HIGH SCHOOL LEVEL;
   (C) PARTNERSHIPS BETWEEN SCHOOL DISTRICTS,  COMMUNITY-BASED  ORGANIZA-
 TIONS,  EDUCATOR  PREPARATION  INSTITUTIONS  AND  INSTITUTIONS OF HIGHER
 EDUCATION TO ENCOURAGE AND SUPPORT UNDERREPRESENTED CANDIDATES TO  ENTER
 AND REMAIN IN THE TEACHING PROFESSION; AND
   (D)  FUNDING SOURCES AVAILABLE TO SCHOOL DISTRICTS AND INSTITUTIONS OF
 HIGHER EDUCATION TO ATTRACT AND RETAIN UNDERREPRESENTED CANDIDATES  INTO
 THE TEACHING PROFESSION.

 AN ACT to amend the education law, in relation to developing  grow  your
   own  initiatives  at school districts and boards of cooperative educa-
   tional services
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  This act shall be known and may be cited as  the  "teach-
 ers and educators aiding the communities they call home (TEACH) act".
   § 2. Section 305 of the education law  is  amended  by  adding  a  new
 subdivision 60 to read as follows:
   60.  THE  COMMISSIONER,  IN  CONSULTATION  WITH INSTITUTIONS OF HIGHER
 EDUCATION, SHALL ISSUE GUIDANCE FOR SCHOOL DISTRICTS AND BOARDS OF COOP-
 ERATIVE EDUCATIONAL SERVICES TO USE TO DEVELOP GROW YOUR OWN INITIATIVES
 AIMED  AT  ATTRACTING  UNDERREPRESENTED  CANDIDATES  INTO  THE  TEACHING
 PROFESSION. SUCH GUIDANCE SHALL INCLUDE BUT NOT BE LIMITED TO:
   (A)  WAYS  TO RECRUIT UNDERREPRESENTED CANDIDATES, INCLUDING THOSE WHO
 ARE CURRENT TEACHING ASSISTANTS AND CURRENT STUDENTS IN TEACHER PREPARA-
 TION PROGRAMS;
   (B) INITIATIVES AIMED AT CREATING AN EARLY RECRUITMENT PIPELINE BEGIN-
 NING IN SECONDARY SCHOOL;
   (C) HOW TO ESTABLISH PARTNERSHIPS BETWEEN SCHOOL  DISTRICTS,  COMMUNI-
 TY-BASED  ORGANIZATIONS, AND INSTITUTIONS OF HIGHER EDUCATION TO ENCOUR-
 AGE AND SUPPORT UNDERREPRESENTED CANDIDATES TO ENTER AND REMAIN  IN  THE
 TEACHING PROFESSION; AND
