BILL NUMBER: S2999 SPONSOR: GOUNARDES TITLE OF BILL: An act to amend the election law, in relation to requiring the state board of elections to fit registration forms to standard paper size PURPOSE OR GENERAL IDEA OF BILL: The purpose of this legislation is to ensure voter registration forms are fit to standard paper size. SUMMARY OF PROVISIONS: Section 1 amends subdivision 5 of section 5-210 to specify voter regis- tration forms must be sized to standard 8.5 x 11 inches paper. Section 2 establishes the effective date. GOUNARDES -- read twice and ordered printed, and when printed to be committed to the Committee on Elections AN ACT to amend the election law, in relation to requiring the state board of elections to fit registration forms to standard paper size THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The opening paragraph and paragraph (l) of subdivision 5 of section 5-210 of the election law, the opening paragraph as amended by chapter 179 of the laws of 2005 and paragraph (l) as amended by chapter 536 of the laws of 2019, are amended to read as follows: Statewide application forms shall be designed by the state board of elections, which shall conform to the requirements for the national voter registration form in the rules and regulations promulgated by the federal election commission and the federal Help America Vote Act, and shall elicit the information required for the registration poll record. The form MUST BE SIZED TO STANDARD 8.5 X 11 INCHES PAPER AND shall include such other information as the state board of elections may reasonably require to enable the board of elections to assess the eligi- bility of the applicant and to administer voter registration and other parts of the election process and shall also include the following information: (l) The mail voter registration application form developed by the federal election commission pursuant to the provisions of section nine of the National Voter Registration Act of 1993 42 USC 1973gg-7 shall be deemed to meet the requirements of this section SO LONG AS IT IS SIZED TO STANDARD 8.5 X 11 INCHES PAPER. Any application for registration received on such an application form shall be accepted if the applicant is otherwise eligible to register to vote pursuant to the provisions of this article. A voter whose registration is accepted pursuant to the provisions of this paragraph shall be permitted to furnish an e-mail address to the board of elections, which furnishing shall carry the same notice and have the same effect as provided by subparagraph (iii) of paragraph (k) of this subdivision. § 2. This act shall take effect immediately.
