BILL NUMBER: S3016 SPONSOR: COMRIE TITLE OF BILL: An act to amend the executive law, in relation to requiring local disas- ter preparedness plans to include a public education component as part of disaster prevention PURPOSE: This bill would require that disaster preparedness plans include a public education component. SUMMARY OF PROVISIONS: Section One amends the executive law by adding a new subparagraph 3-a to subdivision 7 of § 23 to include a public education component that shall be widely disseminated as approved by the division of homeland security and emergency services pursuant to regulations promulgated by such divi- sion.

COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the executive law, in relation to requiring local disas- ter preparedness plans to include a public education component as part of disaster prevention THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph a of subdivision 7 of section 23 of the executive law is amended by adding a new subparagraph 3-a to read as follows: (3-A) A PUBLIC EDUCATION COMPONENT THAT SHALL BE WIDELY DISSEMINATED, AS APPROVED BY THE DIVISION OF HOMELAND SECURITY AND EMERGENCY SERVICES PURSUANT TO REGULATIONS PROMULGATED BY SUCH DIVISION, AND SHALL TAKE INTO CONSIDERATION THE LINGUISTIC AND CULTURAL CHARACTERISTICS OF THE INHABITANTS; § 2. This act shall take effect on the one hundred eightieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
