BILL NUMBER: S3516 SPONSOR: FERNANDEZ TITLE OF BILL: CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to article 17 of the constitution, in relation to preventing and miti- gating adverse childhood experiences PURPOSE OR GENERAL IDEA OF BILL: To prevent and mitigate the impacts of adverse childhood experiences SUMMARY OF PROVISIONS: Amends the State Constitution to declare that the prevention and miti- gation of adverse childhood experiences (ACES) is a matter of public concern and requires that ACEs are addressed by the state and its subdi- visions. FERNANDEZ -- read twice and ordered printed, and when printed to be committed to the Committee on Judiciary CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to article 17 of the constitution, in relation to preventing and mitigating adverse childhood experiences Section 1. Resolved (if the Assembly concur), That article 17 of the constitution be amended by adding a new section 8 to read as follows: § 8. THE PREVENTION AND MITIGATION OF ADVERSE CHILDHOOD EXPERIENCES IS A PUBLIC CONCERN AND SHALL BE ADDRESSED BY THE STATE AND BY SUCH OF ITS SUBDIVISIONS, AND IN SUCH MANNER AND BY SUCH MEANS, AS THE LEGISLATURE MAY FROM TIME TO TIME DETERMINE. § 2. Resolved (if the Assembly concur), That the foregoing amendment be referred to the first regular legislative session convening after the next succeeding general election of members of the assembly, and, in conformity with section 1 of article 19 of the constitution, be published for 3 months previous to the time of such election.
