TITLE OF BILL:

An act to amend the education law, in relation to providing secondary
school pupils and adults in career education programs access to
programs/courses sufficient to comprise a career major in electric vehi-
cle maintenance and repair

 
PURPOSE:

This legislation amends the education law to create course material
pertinent to the development of a career major in electrical vehicle
maintenance and repair.

 
SUMMARY OF SPECIFIC PROVISIONS:

Section 1 amends the education law by adding section 4602-A environ-
mental conservation law's subdivision 1 and subdivision 9

Subsection 1 of section 4602-A sets forth the appropriate definitions.

Subsection 2 of section 4602-A authorizes and directs the board of
education for each school district to develop electric vehicle mainte-
nance and repair courses for all career major programs.

Additionally, the content of the courses shall be developed and adminis-
tered by the board of education in each school district.

Subsection 3a of section 4602-A sets forth the effective date by which
the public service commission has to create the working group on elec-
tric vehicle career education achievement. The working group shall
provide guidance, recommendations and assistance in implementing the
electrical vehicle maintenance and repair major.

Subsection 3b outlines the composition of the 8 members who shall
comprise the working group.

Section 2 sets forth the effective date.

 
JUSTIFICATION:

The creation of this bill enables trade schools around the state to
foster career majors to develop the necessary expertise in electric
vehicle techriology. By crafting vocational school major(s) specifically
focused on the care and maintenance of electric vehicles, students will
be equipped with the information necessary for a comprehensive education
on electric vehide upkeep and with the in-depth knowledge on the envi-
ronmental benefits of such. Doing so would enable us to foster and keep
the expertise and workforce that develops this and other renewable tech-
nology within the state.

Moreover, trade schools are a welcome alternative to four year college
programs, as they are flexible, cost-friendly, and give students the
technical skills and expertise necessary to pursue in-demand trades.
This bill would further the mission of trades schools and make sure that
our population has adequate access to programs that develop their tech-
nical and practical skills.

 AN ACT to amend the education law, in relation  to  providing  secondary
   school  pupils  and  adults  in  career  education  programs access to
   programs/courses sufficient to comprise a  career  major  in  electric
   vehicle maintenance and repair
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The education law is amended by adding a new section 4602-a
 to read as follows:
   § 4602-A. CAREER MAJOR IN ELECTRIC VEHICLE MAINTENANCE AND REPAIR.  1.
 FOR PURPOSES OF THIS SECTION:
   (A)  "CAREER  MAJOR" SHALL MEAN A NUMBER OF COURSES IN A CAREER EDUCA-
 TION PROGRAM WHICH TOGETHER PROVIDE A  STUDENT  WITH  GREATER  TECHNICAL
 SKILL  AND  A  STRONG ACADEMIC CORE AND ARE PRIMARILY DESIGNED FOR THOSE
 STUDENTS WHO ARE NOT INITIALLY COLLEGE BOUND AND SHALL PROVIDE THEM WITH
 ALTERNATIVES TO  IMMEDIATE  ENTRANCE  INTO  A  FOUR-YEAR  UNIVERSITY  OR
 COLLEGE  AFTER HIGH SCHOOL GRADUATION. A CAREER MAJOR SHALL BE LINKED TO
 POSTSECONDARY OPTIONS AND SHALL PREPARE  STUDENTS  TO  PURSUE  EITHER  A
 DEGREE  OR  CERTIFICATION FROM A POSTSECONDARY INSTITUTION, AN INDUSTRY-
 BASED TRAINING OR CERTIFICATION, AN  APPRENTICESHIP,  THE  MILITARY,  OR
 IMMEDIATE  ENTRANCE INTO A CAREER FIELD, PURSUANT TO POLICIES ADOPTED BY
 THE COMMISSIONER; AND
   (B) "ELECTRIC VEHICLE"  SHALL  MEAN  AN  AUTOMOTIVE-TYPE  VEHICLE  FOR
 ON-ROAD  USE, SUCH AS PASSENGER AUTOMOBILES, BUSES, TRUCKS, VANS, NEIGH-
 BORHOOD ELECTRIC VEHICLES, AND ELECTRIC MOTORCYCLES, POWERED BY AN ELEC-
 TRIC MOTOR THAT DRAWS CURRENT FROM A RECHARGEABLE STORAGE BATTERY,  FUEL
 CELL,  PHOTOVOLTAIC  ARRAY, OR OTHER SOURCE OF ELECTRIC CURRENT WHICH IS
 CHARGED BY BEING PLUGGED INTO AN ELECTRICAL SOURCE. FOR THE PURPOSES  OF
 THIS SECTION, OFF-ROAD, SELF-PROPELLED ELECTRIC VEHICLES, SUCH AS INDUS-
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

 TRIAL  TRUCKS,  HOISTS,  LIFTS,  TRANSPORTS,  GOLF CARTS, AIRLINE GROUND
 SUPPORT EQUIPMENT, TRACTORS, AND BOATS, ARE NOT INCLUDED  IN  THE  DEFI-
 NITION OF "ELECTRIC VEHICLE".
   2. THE BOARD OF EDUCATION OF EACH SCHOOL DISTRICT SHALL DEVELOP CAREER
 MAJOR  PROGRAMS  OF  STUDY  IN  ELECTRIC VEHICLE MAINTENANCE AND REPAIR,
 AVAILABLE TO ALL SECONDARY SCHOOL PUPILS AND ADULTS IN CAREER  EDUCATION
 PROGRAMS,  IN  ACCORDANCE  WITH  A  PHASE-IN  SCHEDULE  AS DETERMINED BY
 REPORTS FROM THE WORKING GROUP ESTABLISHED UNDER  SUBDIVISION  THREE  OF
 THIS  SECTION. EVERY CAREER EDUCATION SCHOOL IN THE STATE SHALL ADMINIS-
 TER A NUMBER OF CLASSES NECESSARY TO MEET THE REQUIREMENTS OF  A  CAREER
 MAJOR  AND  PROVIDE INSTRUCTION DESIGNED TO EDUCATE STUDENTS ON ELECTRIC
 VEHICLE MAINTENANCE AND REPAIR. THESE COURSES SHALL ALSO BE  OFFERED  TO
 EACH  HIGH  SCHOOL  STUDENT  ENROLLED IN A SCHOOL DISTRICT THAT OFFERS A
 CAREER MAJOR PROGRAM. THE COURSES  CONTAINED  IN  THE  ELECTRIC  VEHICLE
 MAINTENANCE AND REPAIR CAREER MAJOR SHALL BE DEFINED AND ADMINISTERED BY
 THE  BOARD  OF EDUCATION OF EACH SCHOOL DISTRICT AFTER CONSULTATION WITH
 THE WORKING GROUP, AS PROVIDED IN SUBDIVISION THREE OF THIS SECTION.
   3. (A) NO LATER THAN SIXTY DAYS FOLLOWING THE EFFECTIVE DATE  OF  THIS
 SECTION, THE PUBLIC SERVICE COMMISSION SHALL ESTABLISH THE WORKING GROUP
 ON  ELECTRIC VEHICLE CAREER EDUCATION ACHIEVEMENT ("THE WORKING GROUP").
 THE WORKING GROUP, NO LATER  THAN  THE  DATE  SPECIFIED  BY  THE  PUBLIC
 SERVICE  COMMISSION  AND  ON  AN ANNUAL BASIS THEREAFTER, SHALL MEET AND
 THEN PROVIDE THE COMMISSIONER AND THE BOARD OF EDUCATION OF EACH  SCHOOL
 DISTRICT  WITH RECOMMENDATIONS NECESSARY TO IMPLEMENT THE ELECTRIC VEHI-
 CLE MAINTENANCE AND REPAIR CAREER MAJOR. THE WORKING GROUP SHALL PROVIDE
 GUIDANCE, ADVICE,  AND  MAKE  RECOMMENDATIONS  TO  THE  COMMISSIONER  ON
 MATTERS  PERTAINING  TO  EDUCATION POLICY, PERFORMANCE AND INNOVATION IN
 ELECTRIC VEHICLE TECHNOLOGY.  THE  COMMISSIONER  SHALL  PROMULGATE  SUCH
 RECOMMENDATIONS  OF  THE  WORKING GROUP AS MAY BE NECESSARY TO ESTABLISH
 THE CURRICULUM, ASSESSMENTS AND ANY OTHER CRITERIA  THAT  STUDENTS  MUST
 ACHIEVE TO EARN A CAREER MAJOR PURSUANT TO THIS SECTION.
   (B)  THE PUBLIC SERVICE COMMISSION SHALL COMPOSE THE WORKING GROUP AND
 MAY CONSULT WITH THE COMMISSIONER FOR RECOMMENDATIONS. THE WORKING GROUP
 SHALL CONSIST OF EIGHT MEMBERS APPOINTED AS FOLLOWS:
   (I) TWO MEMBERS APPOINTED FROM THE PUBLIC SERVICE COMMISSION;
   (II) TWO MEMBERS APPOINTED FROM THE NEW YORK STATE ENERGY RESEARCH AND
 DEVELOPMENT AUTHORITY;
   (III) TWO MEMBERS FROM THE DEPARTMENT;
   (IV) ONE MEMBER WITH AN EXPERTISE IN ELECTRIC VEHICLE ENGINEERING  WHO
 IS LOCATED WITHIN THE STATE; AND
   (V)  ONE  MEMBER  APPOINTED FROM A STATE-BASED ENVIRONMENTAL ORGANIZA-
 TION.
   § 2. This act shall take effect immediately.
