BILL NUMBER: S4118 SPONSOR: LANZA SUMMARY OF PROVISIONS: Section 1 adds a new section 6529-a to the education law which author- izes any person who is licensed to practice as a physician in another state or territory, in good standing, to provide reproductive health services in this state without being licensed pursuant to article 131 of the education law. Such services shall only be provided after such person applies for a license pursuant to this article, as well as providing a letter of intent to provide such services and a letter from an employer or health care entity indicating that the person has accepted employment. Such person may continue to provide services until such time that their license or certification to practice is approved or denied. This section shall not apply to persons licensed in a state or. territory determined to have substandard or nonconforming professional licensing requirements. Section 2 adds a similar section 6546-a for physician assistants. Section 3 adds a similar section 6907-a for nurses. Section 4 adds a similar section 6958-a for midwives.

LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Codes AN ACT to amend the penal law, in relation to establishing an offense for fraud relating to voter registration forms THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The penal law is amended by adding a new section 190.90 to read as follows: § 190.90 FRAUD RELATING TO VOTER REGISTRATION FORMS. 1. A PERSON SHALL BE GUILTY OF FRAUD RELATING TO VOTER REGISTRATION FORMS IF THEY KNOWINGLY DISTRIBUTE A VOTER REGISTRATION FORM, BY MAIL, ELECTRONICALLY, OR BY ANY OTHER MEANS TO A VOTER OR APPLICANT, WITH KNOWLEDGE THAT THE BOXES OR CIRCLES FOR PARTY ENROLLMENT ON SUCH FORM HAVE BEEN MARKED BY A PERSON OTHER THAN SUCH VOTER OR APPLICANT BEFORE SUCH FORM IS DISTRIBUTED. 2. NOTWITHSTANDING ANY CONTRARY PROVISION OF THIS ARTICLE OR OF ANY OTHER LAW, ANY PERSON CONVICTED UNDER THIS SECTION SHALL BE PUNISHED BY A FINE OF ONE THOUSAND DOLLARS FOR EACH SUCH OFFENSE IN ADDITION TO ANY OTHER APPLICABLE PENALTIES. 3. FOR THE PURPOSES OF THIS SECTION, THE TERM "PERSON" INCLUDES A NATURAL PERSON, A PARTY ORGANIZATION, AN ASSOCIATION, BOARD, ANY CORPO- RATION, WHETHER MUNICIPAL, STOCK OR NON-STOCK, COURT, GOVERNMENTAL AGEN- CY, AUTHORITY OR SUBDIVISION, PARTNERSHIP OR OTHER FIRM AND THE STATE. FRAUD RELATING TO VOTER REGISTRATION FORMS IS A CLASS B MISDEMEANOR. § 2. This act shall take effect immediately.
