 AN ACT to amend the general business law, in relation to employee  human
   trafficking recognition training in gaming facilities
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The general business law is amended by adding a new section
 210 to read as follows:
   § 210. HUMAN TRAFFICKING RECOGNITION TRAINING.   1. HUMAN  TRAFFICKING
 RECOGNITION  TRAINING  PROGRAM. A.  ANY ESTABLISHMENT THAT CONSTITUTES A
 GAMING FACILITY AS DEFINED BY SUBDIVISION TWENTY-THREE OF SECTION  THIR-
 TEEN  HUNDRED  ONE OF THE RACING, PARI-MUTUEL WAGERING AND BREEDING LAW,
 SHALL REQUIRE ALL EMPLOYEES TO UNDERGO A HUMAN  TRAFFICKING  RECOGNITION
 TRAINING  PROGRAM WHICH SHALL BE ESTABLISHED OR APPROVED BY THE DIVISION
 OF CRIMINAL JUSTICE SERVICES AND THE OFFICE OF TEMPORARY AND  DISABILITY
 ASSISTANCE  IN  CONSULTATION  WITH  THE  NEW YORK STATE INTERAGENCY TASK
 FORCE ON HUMAN TRAFFICKING.  HOWEVER, FOR CLASS  III  GAMING  ESTABLISH-
 MENTS  AUTHORIZED  UNDER  THE  INDIAN GAMING REGULATORY ACT, 25 U.S.C. §
 2701, ET SEQ., THE GAMING COMMISSION SHALL MAKE AVAILABLE, UPON REQUEST,
 SUCH HUMAN-TRAFFICKING RECOGNITION TRAINING PROGRAM.
   B. THE TRAINING PROGRAM MAY BE DEVELOPED BY A FEDERAL, STATE, OR  NON-
 PROFIT  ORGANIZATION,  AND  MAY  BE  INCORPORATED  AS PART OF THE GAMING
 FACILITY'S EXISTING TRAINING PROGRAMS OR MAY BE  PROVIDED  BY  ORGANIZA-
 TIONS  OR  PROVIDERS  IDENTIFIED  BY THE COMMISSIONER OF THE DIVISION OF
 CRIMINAL JUSTICE SERVICES OR THE COMMISSIONER OF THE OFFICE OF TEMPORARY
 AND DISABILITY ASSISTANCE, PROVIDED THAT THE TRAINING INCLUDES   ALL  OF
 THE  REQUIREMENTS  OF  THIS  SECTION.  ESTABLISHED  OR APPROVED TRAINING
 PROGRAMS MAY BE MADE AVAILABLE THROUGH METHODS INCLUDING, BUT NOT LIMIT-
 ED TO, IN-PERSON INSTRUCTION, ELECTRONIC  AND  VIDEO  COMMUNICATION,  OR
 ONLINE PROGRAMS.

Regarding this bill. Will it also allow anyone who works in the casino to report human traffickers that go into the casino and use illegal money from human trafficking in the casino?
Will this bill also allow survivors to report huma traffickers that's go into the casino? Example if a person who works at the casino is a survivor and knows 1st hand the person is a pimp, huma traffickers and will it also allow survivors who wor at the casino that know some the woman who are being sex trafficked that go into the casino? .
Will this bill also allow survivors who work at the casino to report drug traffickers and different type of traffickers that go into the casino who in the streets in the past has had fake money but go int the casino?
What is the statue of limitations for anything listed in this bill?
Example to identify human trafficking and timeframe to help and timeframe if a huma trafficker goes into the casino and does money laundering at the casino?

I'm asking due to when I use to work at the casino this was a issue for me as a survivor. There people who sex trafficked me in Brooklyn was in the Upstate, NY casino I worked at back in 2022.

Also.. Will this bill or will their be another bill regarding casinos that allow survivors who work in the casino to not be sexually harassed by othr employees at the casino after people find out the person is a human sex trafficking survivor? When I worked at del Lago casino in November 2022 to January 2023 people I worked security with refused to train me after they found out, they also kept asking me about sex and dating even when I repeatedly would ask them not to and they would make blunt sexual comments to each other infront me and some of the human resources said they was unsure if sexual harassment applied to me due to my history and the boss of human resources is who helped me and said they would include human sex trafficking into their sexual harassment training but I left in January 2023 due to they let me go for being late to work even though it was agreed I can arrive late so I'm not listening to the sexual comments that other security guards was saying and joking about at the tmeclock when we began our shift so I could work and not have my ptsd from when I was sex trafficked get triggered repeatedly due to someday the comments did not trigger my ptsd and other days it did .

And when I worked at Tioga downs casino from December 2021 to October 2022. I left that casino due to one the People in 2018 who tried to pick me up and take me to another house and tried to sell me outside a bar in 2018 and who sold my friend out of a house in elmira, ny was showing up into the casino and made contact to me regarding that evening he did all that as an excuse to not show his i.d to get into the casino when I worked as a security guard at the casino in 2022.. and also at Tioga downs the people who trafficked me in staten island in 2014 and Brooklyn in 2014 was going into the casino but the Brooklyn guy he used a different i.d to get int the casino and he used same name he had when he trafficked me in Brooklyn in 2014..the Brooklyn guy brought woman into the casino 2 times the timeframe I worked their and usually was at casino alone spending money at the tables ..
These was my issues as a survivor working I'm the casino .. we take money laundering class's but sex trafficking is not included in those money laundering classes and when I tried to explain to hr and my boss I know money launderers no one wanted to hear me .. so when a survivor works in a casino are they suppose to stay quiet regarding the traffickers that goes into the casinos? Or does that mea casinos will not hire survivors? I liked my job at the casino. The money working It helped me maintain safe housing for me and my kids without having help from agencies and resources due to we had to relocate when traffickers from NYC was showing up outside my apartment in Upstate ny and street harassing my children and I when we walk to library, when I walk hime feom work and the guy was also parking his car watching my apartment and pulling up with his car when I get home .. and making comments that my youngest child look like a young adult and was inquiring about my oldest child asking where she was.so because we relocated but had to stay on same area as that person I like working at the casino because it gave me independence so I can work out of town and deal with the trafficker in a town my kids was not in seeing how I had to deal w them anyways and it gave me enough money to have and maintain safe housing .

But regarding all this in the bill how can a person who works inside the casino report it when they see it if they are a survivor. Training on it but where do you go when traffickers go into the casino?
