BILL NUMBER: S4577 SPONSOR: SANDERS TITLE OF BILL: An act to amend the public authorities law, in relation to local hiring for certain projects PURPOSE: To ensure entities receiving state funding for large projects give pref- erence to hiring local employees. SUMMARY OF PROVISIONS: Section 1 amends the public authorities law by adding a new section 1834-a providing any entity receiving state funding pursuant to a contractual agreement with the state or pursuant to any chapter of law shall give preference in hiring employees for the completion of projects with an anticipated cost exceeding one million dollars who reside within a ten mile radius of the location of such projects.

SANDERS -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Economic Devel- opment and Small Business AN ACT to amend the public authorities law, in relation to local hiring for certain projects THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 1834-a to read as follows: § 1834-A. LOCAL HIRING. ANY ENTITY RECEIVING STATE FUNDING PURSUANT TO A CONTRACTUAL AGREEMENT WITH THE STATE OR PURSUANT TO ANY CHAPTER OF LAW, SHALL GIVE PREFERENCE IN HIRING EMPLOYEES FOR THE COMPLETION OF A PROJECT OR PROJECTS WITH AN ANTICIPATED COST EXCEEDING ONE MILLION DOLLARS AND UNDERTAKEN PURSUANT TO SUCH CONTRACTUAL AGREEMENT OR CHAPTER OF LAW WHO SHALL RESIDE WITHIN A TEN MILE RADIUS OF THE LOCATION OF SUCH PROJECT OR PROJECTS. § 2.
