BILL NUMBER: S4761 SPONSOR: LANZA TITLE OF BILL: An act to amend the administrative code of the city of New York, in relation to the application of special rebates and discounts to certain eligible energy users PURPOSE OR GENERAL IDEA OF BILL: To remove a ceiling on annual benefits under the Energy Cost Savings Program for certain eligible energy users engaged in certain manufactur- ing activities. SUMMARY OF PROVISIONS: The bill removes the ceiling on annual benefits for certain eligible energy users engaged in a manufacturing activity that involves producing new goods from recyclables collected from residential sources, which are those that are collected by the City's Department of Sanitation.

LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Cities 1 AN ACT to amend the administrative code of the city of New York, in relation to the application of special rebates and discounts to certain eligible energy users THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph 7 of subdivision (a) of section 22-602 of the administrative code of the city of New York, as added by chapter 107 of the laws of 2003, is amended to read as follows: (7) Notwithstanding any provisions of this subdivision, special rebates and discounts shall not exceed ten thousand dollars per year per employee or full-time equivalent with respect to applications certified pursuant to this chapter after June thirtieth, two thousand three; EXCEPT THAT SUCH LIMIT SHALL NOT APPLY TO AN ELIGIBLE ENERGY USER THAT CONDUCTS A MANUFACTURING ACTIVITY WITHIN THE CITY PRODUCING NEW GOODS PRIMARILY FROM WASTE PAPER OR OTHER RECYCLABLES COLLECTED FROM RESIDEN- TIAL SOURCES IN THE CITY. § 2.
