   when printed to be committed to the Committee on Transportation
 
 AN ACT to amend the public authorities law, in relation to requiring the
   New  York  state  thruway authority to submit quarterly reports to the
   legislature of all purchases, procurements and expenditures related to
   contracts
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  public  authorities  law  is amended by adding a new
 section 363-a to read as follows:
   § 363-A. QUARTERLY REPORT. THE AUTHORITY SHALL SUBMIT A DETAILED QUAR-
 TERLY REPORT TO THE GOVERNOR AND THE LEGISLATURE ON OR  BEFORE  THE  DAY
 ENDING  EACH  FISCAL QUARTER SETTING FORTH ITS OPERATIONS, FISCAL TRANS-
 ACTIONS AND ALL PURCHASES, PROCUREMENTS AND EXPENDITURES ON ANY CONTRACT
 ENTERED INTO BY SUCH AUTHORITY DURING THE PRECEDING QUARTER FOR LEGISLA-
 TIVE OVERSIGHT.
   § 2.  This act shall take effect immediately.

 AN ACT to amend the public authorities law, in relation to requiring the
   New York state thruway authority to submit  biannual  reports  of  all
   fiscal transactions, receipts and expenditures
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 363 of the public authorities law,  as  amended  by
 chapter 766 of the laws of 1992, is amended to read as follows:
   § 363. [Annual] BIANNUAL report. (A) The authority shall submit to the
 governor,  to the legislature, to the comptroller and to the director of
 the budget [on or before the first day of February of each year] BIANNU-
 ALLY a detailed report setting forth its operations  and  fiscal  trans-
 actions  during  the  [preceding  calendar  year]  COVERED PERIOD with a
 statement of its financial condition  as  of  the  end  of  such  [year]
 COVERED  PERIOD  and a statement of all receipts and expenditures during
 such [year] COVERED PERIOD.  Such report shall include detailed informa-
 tion relating to additional expenditures incurred by the authority as  a
 result  of  the  amendments  made  to  subdivision four of section three
 hundred fifty-nine of this [chapter] TITLE pursuant to  the  chapter  of
 the  laws  of  nineteen  hundred ninety-two which enacted this sentence.
 ADDITIONALLY, SUCH REPORT SHALL INCLUDE A LIST OF ANY  CONTRACT  ENTERED
 INTO BY SUCH AUTHORITY IN THE COVERED PERIOD.
   (B)  FOR THE PURPOSES OF THIS SECTION, "COVERED PERIOD" SHALL MEAN THE
 PRECEDING SIX MONTH PERIOD.
   § 2.  This act shall take effect January 1, 2024.
