BILL NUMBER: S5012 SPONSOR: SANDERS TITLE OF BILL: An act to establish the JFK Innovation Center PURPOSE OR GENERAL IDEA OF BILL: This bill would establish the jfk innovation center SUMMARY OF SPECIFIC PROVISIONS: Section one establishes the jfk innovation center. Section 2 of the bill provides the effective date. JUSTIFICATION: Establish a clean tech incubator in Jamaica, Queens to promote jobs and economic development.

S T A T E O F N E W Y O R K ________________________________________________________________________ 5012 2023-2024 Regular Sessions I N S E N A T E February 21, 2023 ___________ Introduced by Sen. SANDERS -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Economic Devel- opment and Small Business AN ACT to establish the JFK Innovation Center THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding another section of law, there shall be established a JFK Innovation Center, hereinafter referred to as the "center". Such center shall be a public-private partnership between a New York state agency or agencies and a private-sector company or compa- nies to launch SmartCities and CleanTech innovations. Such center shall be located near the JFK International Airport in the borough of Queens. The center shall assist new and startup companies develop by testing clean technology, automation, robotics, data analytics, smart infras- tructure management, and other technologies. § 2. Such activities and goals of the center shall include, but shall not be limited to: (a) providing capital awards to startups based on their ability to address critical issues, such as airport efficiency and security, coas- tal flooding, sustainable living, and mass transportation; (b) creating a culture of diversity and inclusivity for people of different races, women, and other minorities; (c) allowing companies to pilot their own inventions and research and development facilities on premises and/or on adjoining satellite offices built by such center; and (d) creating jobs and promoting economic development. § 3. For purposes of this act the terms: (a) "SmartCities" means urban areas that use different types of elec- tronic sensors to collect data and use such data to manage assets and resources efficiently.
