BILL NUMBER: S508 SPONSOR: THOMAS TITLE OF BILL: An act to amend the state technology law, in relation to prohibiting the use or access of the TikTok application on state issued electronic devices PURPOSE OR GENERAL IDEA OF BILL: To reduce the potential security threats posed by the use of TikTok, a Chinese-owned social media platform, on government devices. SUMMARY OF PROVISIONS: Section one of the bill amends the state technology law to prohibit state employees from accessing TikTok on a government device. Section two of the bill states the effective date.

THOMAS, SANDERS -- read twice and ordered printed, and when printed to be committed to the Committee on Internet and Technology AN ACT to amend the state technology law, in relation to prohibiting the use or access of the TikTok application on state issued electronic devices THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The state technology law is amended by adding a new section 106-c to read as follows: § 106-C. USE OF CERTAIN APPLICATIONS PROHIBITED. NO STATE AGENCY AND NO EMPLOYEE THEREOF SHALL DOWNLOAD OR USE THE TIKTOK APPLICATION OR VISIT THE TIKTOK WEBSITE ON GOVERNMENT-ISSUED DEVICES, INCLUDING STATE- ISSUED CELL PHONES, LAPTOPS, OR DEVICES CAPABLE OF INTERNET CONNECTIVI- TY. NO PERSON OR ENTITY WHO CONTRACTS WITH THE STATE OF NEW YORK OR ANY STATE AGENCY, BOARD, BUREAU, AUTHORITY, OR COMMISSION SHALL DOWNLOAD OR USE THE TIKTOK APPLICATION OR VISIT THE TIKTOK WEBSITE ON STATE-ISSUED OR STATE-LEASED EQUIPMENT. § 2.
