BILL NUMBER: S542REVISED 5/16/23 SPONSOR: JACKSON PURPOSE: The purpose of this bill is to create an environmental sustainability office in the university of the state of New York system to implement positive environmental policies and procedures at all higher education campuses. SUMMARY OF PROVISIONS: Section 1 creates a new Section 235-C of the Education Law to create an Environmental Sustainability Office within the university of the state of New York to fulfill their sustainability obligations at all higher education campuses. JACKSON -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to establishing the university of the state of New York environmental sustainability office THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 235-c to read as follows: § 235-C. ENVIRONMENTAL SUSTAINABILITY OFFICE. 1. THE REGENTS SHALL ESTABLISH AN ENVIRONMENTAL SUSTAINABILITY OFFICE WITHIN THE UNIVERSITY OF THE STATE OF NEW YORK TO LEAD THE COORDINATION, PLANNING AND IMPLE- MENTATION OF POLICIES, PROGRAMS, AND PROCESSES TO FULFILL THE UNIVERSI- TY'S SUSTAINABILITY OBLIGATIONS AND TARGETS COHESIVELY, ACROSS ALL UNIVERSITY CAMPUSES, AND AT THE SYSTEM LEVEL. SUSTAINABILITY OBLIGATIONS INCLUDE, BUT ARE NOT LIMITED TO, REDUCTION IN ENERGY USE, PREVENTION OF WASTE AND ACHIEVING MATERIAL CIRCULARITY, CARBON EMISSIONS REDUCTION, SOCIAL EQUITY AND JUSTICE, AND ENGAGEMENT AND OUTREACH STRATEGIES INCLUDED WITHIN THESE AND OTHER SUSTAINABILITY FOCUS AREAS. 2. THE HEAD OF THE OFFICE SHALL BE THE DIRECTOR OF ENVIRONMENTAL SUSTAINABILITY WHO SHALL BE APPOINTED BY THE REGENTS AND HAVE THE FOLLOWING POWERS AND DUTIES: A. LEAD INSTITUTIONAL PLANNING TO FULFILL UNIVERSITY SUSTAINABILITY COMMITMENTS AND REPRESENT THE UNIVERSITY'S SUSTAINABILITY GOALS IN SYSTEM-WIDE AND CAMPUS LEVEL PLANNING. B. SET CONSISTENT SUSTAINABILITY STANDARDS, ACROSS A MULTITUDE OF RELATED FOCUS AREAS, SYSTEM-WIDE, INCLUDING BUT NOT LIMITED TO, SYSTEM AND CAMPUS LEVEL CLEAN ENERGY MASTER PLANS AND ZERO WASTE CIRCULARITY PLANS. C. LEVERAGE EXPERTISE AVAILABLE ACROSS UNIVERSITY CAMPUSES TO PILOT AND ELEVATE SUSTAINABILITY PROGRAMS, PROJECTS AND RESEARCH.
