TITLE OF BILL:

An act to amend chapter 22 of the laws of 2014, relating to expanding
opportunities for service-disabled veteran-owned business enterprises,
in relation to making certain provisions thereof permanent

 
PURPOSE OR GENERAL IDEA OF BILL:

Makes permanent certain provisions of chapter 22 of the laws of 2014,
relating to expanding opportunities for service-disabled veteran-owned
business enterprises.

 
SUMMARY OF PROVISIONS:

Section 1. Section 4 of chapter 22 of the laws of 2014, relating to
expanding opportunities for service-disabled veteran-owned business
enterprises, as amended by section 1 of part L of chapter 55 of the laws
of 2019, is amended to read as follows: § 4. This act shall take effect
immediately; provided, however, that sections one, one-a and two of this

act shall expire and be deemed repealed March 31, 2024; and provided,
further, however, that the amendments to subdivisions 7 and 15 of
section 310 of the executive law made by section three of this act shall
not affect the expiration of such section and shall be deemed to expire
therewith.

 
JUSTIFICATION:

In 2014, New York State enacted historic legislation, known as the
"Service-Disabled Veteran-Owned Business Act", that created a set aside
in State contracting for businesses owned by certified service-disabled
veterans. In its legislative findings, the bill states that New York
State "aims to assist service-disabled veterans in playing a greater
role in the economy of the state and to provide additional assistance
and support to disabled veterans to better equip them to form and expand
small businesses, thereby enabling them to realize the American dream
they fought to protect". This legislation created a 696 set aside for
such businesses, and it was chaptered as Chapter 22 of the Laws of 2014.
Chapter 22 of the Laws of 2014 was set to expire in 2019, but it was
extended in the 2019-20 budget. This bill will remove that expiration
date for the service-disabled veteran-owned business enterprises
program, making it permanent. This legislation will not only permanently
help veterans with disabilities reintegrate into the economy, but it
will send a powerful message that New York State will lend a helping
hand to those who have made great sacrifices for our State and nation.

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 4 of chapter 22 of the laws of  2014,  relating  to
 expanding  opportunities  for  service-disabled  veteran-owned  business
 enterprises, as amended by section 1 of part L of chapter 55 of the laws
 of 2019, is amended to read as follows:
   § 4. This act shall take effect immediately; provided, however,  [that
