BILL NUMBER: S5925 SPONSOR: BORRELLO TITLE OF BILL: An act in relation to directing the division of military and naval affairs to establish policies on the security and protection of New York national guard and air national guard recruiting centers PURPOSE OR GENERAL IDEA OF BILL:: This legislation would require the Division of Military and Naval Affairs to establish policies to ensure the security and protection of Air National Guard Recruiting Centers, National Guard recruiting centers as well as ROTC facilities. SUMMARY OF PROVISIONS:: Section 1 requires the division of Military and Naval Affairs to estab- lish policies ensuring security and protection of New York National Guard Recruiting Centers, New York Air National Guard Recruiting Centers, and ROTC Centers from terrorist attacks.,

BORRELLO -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT in relation to directing the division of military and naval affairs to establish policies on the security and protection of New York national guard and air national guard recruiting centers THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. 1. The division of military and naval affairs shall estab- lish policies to ensure the security and protection of New York national guard and air national guard recruiting centers from terrorist attacks. 2. The division shall: a. improve and strengthen building security through the installation of metal detectors, bulletproof glass, video surveillance equipment and barricades to limit vehicle access at national guard and air national guard recruiting centers and at Reserve Officer Training Corps facili- ties; b. relocate recruiting centers to secure locations; and c. take additional measures deemed necessary by the division to protect employees, recruits, visitors and any other individuals at New York national guard and air national guard recruiting centers and Reserve Officer Training Corps facilities. 3. The division shall issue a report on an annual basis to the tempo- rary president of the senate, the speaker of the assembly, the chair of the senate committee on veterans, homeland security and military affairs and the chair of the assembly committee on veterans' affairs. The report shall contain information related to improvements being made or planned to be made under the provisions of this act. § 2. This act shall take effect immediately.
