   printed to be committed to the Committee on Consumer Protection
 
 AN ACT to amend the general business law, in relation to the manufacture
   of firearms
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The general business law is amended by adding a new article
 39-H to read as follows:
                               ARTICLE 39-H
                         MANUFACTURERS OF FIREARMS
 SECTION 899-AAAA. IDENTIFICATION OF FIREARMS.
         899-BBBB. MANUFACTURE OF FIREARMS USING THREE-DIMENSIONAL PRINT-
                ERS.
         899-CCCC. RECORD KEEPING.
   §  899-AAAA.  IDENTIFICATION OF FIREARMS. ANY PERSON WHO HOLDS A VALID
 GUNSMITH LICENSE PURSUANT TO SECTION 400.00 OF THE PENAL  LAW,  AND  WHO
 MANUFACTURES  ANY FIREARM USING THREE-DIMENSIONAL PRINTERS, SHALL ENSURE
 THAT EACH MANUFACTURED FIREARM SHALL BE INSCRIBED WITH A UNIQUE  IDENTI-
 FYING  NUMBER,  AND  THAT  EACH SUCH NUMBER SHALL BE REGISTERED WITH THE
 DIVISION OF STATE POLICE. ANY GUNSMITH LOCATED IN THE CITY OF  NEW  YORK
 OR  THE  COUNTIES  OF  NASSAU OR SUFFOLK SHALL ALSO REGISTER THE FIREARM
 WITH THE LICENSING OFFICER IN SUCH CITY OR COUNTY.
   § 899-BBBB. MANUFACTURE OF FIREARMS USING THREE-DIMENSIONAL  PRINTERS.
 NO  PERSON  SHALL USE A THREE-DIMENSIONAL PRINTER TO CREATE ANY FIREARM,
 RIFLE, OR SHOTGUN, OR ANY PIECE OR PART THEREOF, UNLESS SUCH PERSON  HAS
 A  VALID GUNSMITH LICENSE ISSUED PURSUANT TO SECTION 400.00 OF THE PENAL
 LAW. ANY PERSON USING A THREE-DIMENSIONAL PRINTER TO CREATE ANY FIREARM,
 RIFLE, SHOTGUN, OR PIECE OR PART THEREOF, MUST ENSURE THAT SUCH CREATION
 COMPLIES WITH ALL APPLICABLE LOCAL, STATE, AND FEDERAL  LAWS  AND  REGU-
 LATIONS.
