BILL NUMBER: S6060 SPONSOR: SCARCELLA-SPANTON TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to waiving the fee for a commercial driver's license for a member of the military or a veteran PURPOSE OR GENERAL IDEA OF BILL: This bill authorizes the commissioner of the department of motor vehi- cles to waive commercial driver's license (CDL) fees for military veter- ans who submit a military skills test waiver as part of their applica- tion. SUMMARY OF PROVISIONS: Section one of the bill amends subdivision 3 of section 503 of the vehi- cle and traffic law, as amended by chapter 322 of the laws of 2021, to allow the commissioner of the department of motor vehicles to waive commercial driver's license fees for veterans who submit a military

SCARCELLA-SPANTON -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to waiving the fee for a commercial driver's license for a member of the military or a veteran THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 3 of section 503 of the vehicle and traffic law, as amended by chapter 548 of the laws of 1986, and paragraph (i) as amended by chapter 322 of the laws of 2021, is amended to read as follows: 3. Waiver of fee. The commissioner may waive the payment of fees required by subdivision two of this section if the applicant: (i) is an incarcerated individual in an institution under the juris- diction of a state department or agency[,]; or (ii) is a victim of crime and the driver's license or learner's permit applied for is a replacement for one that was lost or destroyed as a result of the crime[.]; OR (III) IS A MEMBER OF THE MILITARY OR IS A MILITARY VETERAN AND IS APPLYING FOR A COMMERCIAL DRIVER'S LICENSE AND SUBMITS AN APPLICATION FOR MILITARY SKILLS TEST WAIVER AS PART OF THEIR APPLICATION. § 2. This act shall take effect on the one hundred eightieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
