TITLE OF BILL:

An act to amend the highway law, in relation to designating a portion of
the state highway system as the "Fredrick "Rick" Delles Memorial High-
way"

 
PURPOSE OF BILL:

The purpose of this bill is to designate a portion of the state highway
system to be known as the "Fredrick "Rick" Delles Memorial Highway."

 
SUMMARY OF PROVISIONS:

Section 1 of this bill would amend the Highway Law by adding a new
section that designates a portion of state route 5, between Montrose
Avenue in the Town of Geddes, County of Onondaga, and Myrtle Street in
the City of Syracuse, County of Onondaga, to be known as the "Fredrick
"Rick" Delles Memorial Highway."

              

Section 2 of this bill would amend the Highway Law by excepting a
portion of the state highway designated as the "Purple Heart Highway."

Section 3 of this bill would provide parameters for the Commissioner of
Transportation related to the installation and maintenance of adequate
signing of the designated memorial highway and require that the desig-
nation shall be ceremonial in nature and the official name of such high-
way shall not be changed.

Section 4 of this bill provides that the effective date shall take
effect immediately.

 
JUSTIFICATION:

Fredrick J. "Rick" Delles was a hard-working, family-oriented man born
in Syracuse on May 13, 1960. As a young boy, Rick would accompany his
Mother and Father to work, which fostered his passion for vehicles with
the dream of one day taking over the family businesses at Delles Automo-
tive and Delles Corner Store. As he continued to work, Rick built a
family of his own after marrying his high school sweetheart Sharon
Baniak, and having two daughters, Morgan and Lindsey.

In 2001, Rick purchased the businesses that his Mother and Father found-
ed. Throughout his professional career Rick achieved many different
certifications, most notably Automotive Service Excellence Master Level
Technician. The New York Association of Convenience Stores honored him
with the "New York's Foremost Convenience Store Families" award. Addi-
tionally, the Camillus Solvay-Geddes Rotary Club recognized his efforts
as a "Community Builder". He has also been acknowledged in multiple
publications of The Post Standard, the Oswego County Business Magazine,
and the New York Association of Convenience Stores and Convenience Store
News.

On November 18, 2021, Rick was crossing Montrose Avenue between his two
businesses and was struck by a car. He sustained significant head trauma
and, on November 19, 2021, he succumbed to his injuries at Upstate

University Hospital surrounded by his family. Even in death, Rick cared
for his community as he selflessly donated his organs.

Rick was a dedicated, family-oriented man who is missed by his family,
friends, and community. Running two small businesses kept him busy seven
days a week, but he still managed to find time to spend with his family.
The "Frederick "Rick" Delles Memorial Highway", between Montrose Avenue
and Myrtle Street on State Route 5 would honor Rick by standing as a
testament to his life, career, and community service.
