BILL NUMBER: S7171 SPONSOR: COONEY TITLE OF BILL: An act to amend the education law, in relation to requiring instruction on conflict resolution for elementary, middle, and high school students PURPOSE: The legislation requires the commissioner to develop curricula for the instruction of children in grades kindergarten through twelfth grade on conflict resolution which shall include, but not be limited to, age appropriate instruction on diffusing conflict and coping mechanisms for dealing with conflict at home and between peers. SUMMARY OF PROVISIONS: The education law is amended by adding a new section 805 to read as follows: § 805. Instruction on conflict resolution. 1. COONEY -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to requiring instruction on conflict resolution for elementary, middle, and high school students THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 805 to read as follows: § 805. INSTRUCTION ON CONFLICT RESOLUTION. 1. EVERY ELEMENTARY SCHOOL, MIDDLE SCHOOL, AND HIGH SCHOOL SHALL INCLUDE AGE-APPROPRIATE INSTRUCTION ON CONFLICT RESOLUTION AS AN INTEGRAL PART OF THE REQUIRED CURRICULUM. 2. THE COMMISSIONER SHALL DEVELOP CURRICULA FOR THE INSTRUCTION OF CHILDREN IN GRADES KINDERGARTEN THROUGH TWELFTH GRADE ON CONFLICT RESOL- UTION WHICH SHALL INCLUDE, BUT NOT BE LIMITED TO, AGE-APPROPRIATE INSTRUCTION ON DIFFUSING CONFLICT AND COPING MECHANISMS FOR DEALING WITH CONFLICT AT HOME AND BETWEEN PEERS. THE COMMISSIONER SHALL PROMULGATE RULES AND/OR REGULATIONS REQUIRING THE INSTRUCTION OF SUCH CURRICULA AT ALL ELEMENTARY SCHOOLS, MIDDLE SCHOOLS, AND HIGH SCHOOLS IN THE STATE. 3. THE COMMISSIONER SHALL DEVELOP AND MAKE AVAILABLE FOR SCHOOL DISTRICTS IN THE STATE ANY RESOURCE MATERIALS THE COMMISSIONER SHALL DEEM NECESSARY AND APPROPRIATE TO FACILITATE THE INSTRUCTION REQUIRED PURSUANT TO THIS SECTION. § 2. This act shall take effect on the first of July next succeeding the date on which it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized to be made and completed on or before such effective date.
