BILL NUMBER: S7321 SPONSOR: CANZONERI-FITZPATRICK TITLE OF BILL: An act to amend the state technology law, in relation to the functions, powers and duties of the office of information technology services PURPOSE:: To improve Department of Health data reporting and accessibility, espe- cially in relation to infection control data. SUMMARY OF PROVISIONS:: Section 1: Adds improving government "accessibility" to the functions, powers and duties of the Office of Information Technology Services (OITS). CANZONERI-FITZPATRICK -- read twice and ordered printed, and when printed to be committed to the Committee on Internet and Technology AN ACT to amend the state technology law, in relation to the functions, powers and duties of the office of information technology services THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 103 of the state technology law, as added by chapter 430 of the laws of 1997 and such section as renum- bered by chapter 437 of the laws of 2004, is amended to read as follows: 1. To act as the official state planning and coordinating office for the advancement of technology to improve government efficiency [and], effectiveness AND ACCESSIBILITY, and perform all necessary and appropri- ate services required to fulfill these duties; § 2. Section 103 of the state technology law is amended by adding a new subdivision 12-c to read as follows: 12-C. (A) TO DEVELOP AN ACTION PLAN, IN CONSULTATION WITH THE DEPART- MENT OF HEALTH AND THE OFFICE OF THE STATE COMPTROLLER, TO IMPROVE THE DATA COLLECTION, ANALYSIS, UTILIZATION, AND REPORTING PRACTICES OF THE DEPARTMENT OF HEALTH. IN DEVELOPING SUCH ACTION PLAN, THE OFFICE, DEPARTMENT OF HEALTH, AND COMPTROLLER SHALL CONSIDER REQUIRING: (I) EXPANDED USE OF INFECTION CONTROL DATA, INCLUDING BUT NOT LIMITED TO THE NOSOCOMIAL OUTBREAK REPORTING APPLICATION, THE HEALTH ELECTRONIC RESPONSE DATA SYSTEM, AND NURSING HOME SURVEYS; (II) UTILIZATION OF THE UNITED STATES CENTERS FOR DISEASE CONTROL AND PREVENTION INFECTION CONTROL ASSESSMENT AND RESPONSE TOOL; (III) INCREASED DATA SHARING WITH LOCAL HEALTH DISTRICTS; AND (IV) REPORTING PUBLIC HEALTH DATA IN A CONSPICUOUS LOCATION AND IN A FORMAT CAPABLE OF DOWNLOAD IN A SPREADSHEET FORMAT. (B) SUCH ACTION PLAN SHALL BE COMPLETED AND SUBMITTED TO THE GOVERNOR, THE TEMPORARY PRESIDENT OF THE SENATE, THE MINORITY LEADER OF THE EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
