 Introduced  by  Sen.  COMRIE -- read twice and ordered printed, and when
   printed to be committed to the Committee on  Energy  and  Telecommuni-
   cations
 
 AN  ACT  to  amend  the public service law, in relation to directing the
   public service commission to formulate  a  process,  rules  and  regu-
   lations  for  the  regulation  of the charges and fees of internet and
   cable providers
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Subdivisions  11,  12 and 13 of section 215 of the public
 service law are renumbered subdivisions 12, 13 and 14 and a new subdivi-
 sion 11 is added to read as follows:
   11. TO THE EXTENT PERMITTED BY, AND NOT CONTRARY TO APPLICABLE FEDERAL
 LAW AND RULES AND REGULATIONS, FORMULATE  A  PROCESS,  RULES  AND  REGU-
 LATIONS FOR THE REGULATION OF THE CHARGES AND FEES OF INTERNET AND CABLE
 PROVIDERS, INCLUDING TELEVISION RATES AND OTHER SERVICES THAT THE INTER-
 NET  AND  CABLE  PROVIDERS DELIVER, INCLUDING REQUESTS FOR INCREASES AND
 CHANGES IN THE AMOUNT OF FEES AND CHARGES;
   § 2. This act shall take effect on the one hundred twentieth day after
 it shall have become a law. Effective immediately, the addition,  amend-
 ment and/or repeal of any rule or regulation necessary for the implemen-
 tation  of  this act on its effective date are authorized to be made and
 completed on or before such effective date.
