BILL NUMBER: S8229 SPONSOR: KAVANAGH TITLE OF BILL: An act to amend the executive law, the environmental conservation law, and the public service law, in relation to increasing the statewide energy storage capacity PURPOSE OR GENERAL IDEA OF BILL: This bill increases the State's energy storage target for 2030 established by the Climate Leadership and Community Protection Act (CLCPA) from 3 GW to 6 GW. SUMMARY OF PROVISIONS: Section 1: Paragraph (b) of subdivision 2 of Section 94-c of the Execu- tive Law, as added by Section 4 of part JJJ of Chapter 58 of the Laws of 2020, is amended to increase the statewide energy storage capacity target for 2030 from 3 GW to 6 GW. Section 2: Paragraph e of subdivision 13 of Section 75-0103 of the Envi- ronmental Conservation Law, as added by Chapter 106 of the Laws of 2019,

KAVANAGH -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the executive law, the environmental conservation law, and the public service law, in relation to increasing the statewide energy storage capacity THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (b) of subdivision 2 of section 94-c of the exec- utive law, as added by section 4 of part JJJ of chapter 58 of the laws of 2020, is amended to read as follows: (b) "CLCPA targets" shall mean the public policies established in the climate leadership and community protection act enacted in chapter one hundred six of the laws of two thousand nineteen, including the require- ment that a minimum of seventy percent of the statewide electric gener- ation be produced by renewable energy systems by two thousand thirty, that by the year two thousand forty the statewide electrical demand system will generate zero emissions and the procurement of at least nine gigawatts of offshore wind electricity generation by two thousand thir- ty-five, six gigawatts of photovoltaic solar generation by two thousand twenty-five and to support [three] SIX gigawatts of statewide energy storage capacity by two thousand thirty. § 2. Paragraph e of subdivision 13 of section 75-0103 of the environ- mental conservation law, as added by chapter 106 of the laws of 2019, is amended to read as follows: e. Measures to achieve six gigawatts of distributed solar energy capacity installed in the state by two thousand twenty-five, nine giga- watts of offshore wind capacity installed by two thousand thirty-five, a statewide energy efficiency goal of one hundred eighty-five trillion British thermal units energy reduction from the two thousand twenty-five forecast; and [three] SIX gigawatts of statewide energy storage capacity by two thousand thirty. § 3. Subdivision 5 of section 66-p of the public service law, as added by chapter 106 of the laws of 2019, is amended to read as follows: EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
