BILL NUMBER: S8619 SPONSOR: SKOUFIS TITLE OF BILL: An act to amend the education law, in relation to providing for tempo- rary authorization of certain nurses to practice at children's camps PURPOSE: To authorize registered and licensed practical nurses that are in good- standing in other states but not licensed or registered in New York State to temporarily practice in New York State if they are employed by a summer camp. SUMMARY OF PROVISIONS: Section 1: Amends the education law by adding a new section 6907-b that allows for registered nurses and licensed practice nurses who are in good standing in another state, have applied for full licensure in New York State, and will be employed by a summer day camp, children's over- night camp or travelling day camp to receive temporary authorization to

SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to providing for tempo- rary authorization of certain nurses to practice at children's camps THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 6907-b to read as follows: § 6907-B. TEMPORARY AUTHORIZATION FOR PRACTICE AT CHILDREN'S CAMPS. 1. (A) A PERSON WHO IS CURRENTLY LICENSED AND IN GOOD STANDING IN ANOTHER STATE OR TERRITORY TO PRACTICE AS A REGISTERED NURSE MAY TEMPORARILY PRACTICE IN THIS STATE PROVIDED THAT SUCH PERSON: (I) WILL BE EMPLOYED AT A SUMMER DAY CAMP, CHILDREN'S OVERNIGHT CAMP, OR TRAVELLING SUMMER DAY CAMP AS DEFINED IN SECTION THIRTEEN HUNDRED NINETY-TWO OF THE PUBLIC HEALTH LAW AND HAS SUBMITTED DOCUMENTATION FROM SUCH CHILDREN'S CAMP; AND (II) FILED AN APPLICATION FOR LICENSURE WITH THE DEPARTMENT PURSUANT TO SECTION SIXTY-NINE HUNDRED FIVE OF THIS ARTICLE THAT IS PENDING A DETERMINATION. (B) PRIOR TO COMMENCING SUCH TEMPORARILY AUTHORIZED PRACTICE: (I) THE PERSON SHALL FILE AN APPLICATION FOR LICENSURE WITH THE DEPARTMENT PURSUANT TO SECTION SIXTY-NINE HUNDRED FIVE OF THIS ARTICLE; (II) THE PERSON AND AN AUTHORIZED REPRESENTATIVE OF SUCH EMPLOYING SUMMER DAY CAMP, CHILDREN'S OVERNIGHT CAMP, OR TRAVELLING SUMMER DAY CAMP SHALL JOINTLY PROVIDE WRITTEN NOTIFICATION TO THE DEPARTMENT, IN A FORM AND FORMAT ACCEPTABLE TO THE DEPARTMENT, THAT SUCH PERSON INTENDS TO PRACTICE IN THIS STATE PURSUANT TO THIS SUBDIVISION; (III) THE PERSON SHALL PAY A FEE DETERMINED BY THE DEPARTMENT; AND (IV) THE PERSON'S NAME SHALL APPEAR ON A LIST OF PERSONS AUTHORIZED TO TEMPORARILY PRACTICE REGISTERED PROFESSIONAL NURSING PUBLISHED ON THE DEPARTMENT'S WEBSITE. (C) SUCH TEMPORARY AUTHORIZATION IS ONLY VALID BETWEEN JUNE FIFTEENTH AND SEPTEMBER FIFTEENTH AND SHALL EXPIRE ON SEPTEMBER FIFTEENTH OF EACH YEAR.
