BILL NUMBER: S8651 SPONSOR: CLEARE TITLE OF BILL: An act to amend the public health law, in relation to grants for geria- tric emergency departments; and in relation to grants from the health care facility transformation program PURPOSE: To provide incentives for the growth of age friendly health systems. SUMMARY OF SPECIFIC PROVISIONS: Section 1 shall be known as the "age friendly health system enhancement act of 2024" Section 2 amends subdivision 8 of section 2825-g of the public health law to add a preference for entities that designated as "age friendly" by the Institute for Health Care Improvement (IHI)

CLEARE -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to grants for geria- tric emergency departments; and in relation to grants from the health care facility transformation program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. This act shall be known and may be cited as the "age- friendly health system enhancement act of 2024". § 2. Subdivision 8 of section 2825-g of the public health law, as added by section 1 of part K of chapter 57 of the laws of 2022, is amended to read as follows: 8. Selection of awards made by the department pursuant to subdivisions three, four, five, six and seven of this section shall be contingent on an evaluation process acceptable to the commissioner and approved by the director of the division of the budget. Disbursement of awards may be contingent on the health care provider as defined in subdivision two of this section achieving certain process and performance metrics and mile- stones that are structured to ensure that the goals of the project are achieved. SUCH EVALUATION PROCESS SHALL INCLUDE A PREFERENCE FOR ENTI- TIES THAT ARE DESIGNATED AS "AGE-FRIENDLY" BY THE INSTITUTE FOR HEALTH- CARE IMPROVEMENT (IHI). § 3. Subdivision 5 of section 2825-h of the public health law, as added by section 1 of part P of chapter 57 of the laws of 2023, is amended to read as follows: 5. Selection of awards made by the department pursuant to subdivisions three and four of this section shall be contingent on an evaluation process acceptable to the commissioner and approved by the director of the division of the budget. Disbursement of awards shall be conditioned on the awardee achieving certain process and performance metrics and milestones as determined by the commissioner. Such metrics and mile- stones shall be structured to ensure that the goals of the project are achieved, and such metrics and milestones shall be included in grant disbursement agreements or other contractual documents as required by EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.

SUMMARY OF SPECIFIC PROVISIONS: Section 1 shall be known as the "age friendly health system enhancement act of 2024" Section 2 adds a new section 2831 of the public health to provide grants to level two geriatric emergency departments.

CLEARE -- read twice and ordered printed, and when printed to be committed to the Committee on Health -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the public health law, in relation to grants for geria- tric emergency departments; in relation to establishing a center for technical assistance relating to age-friendly health systems; and in relation to hospital performance data THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. This act shall be known and may be cited as the "age- friendly health system enhancement act of 2024". § 2. The public health law is amended by adding a new section 2831 to read as follows: § 2831. GERIATRIC EMERGENCY DEPARTMENTS. SUBJECT TO AN APPROPRIATION THEREFOR, THE COMMISSIONER SHALL AWARD ACCREDITED LEVEL TWO GERIATRIC EMERGENCY DEPARTMENTS IN THE STATE A GRANT OF FIVE HUNDRED THOUSAND DOLLARS PER YEAR FOR THREE YEARS WITH THE CONDITION THAT EACH DEPARTMENT GRANTEE SHALL REACH LEVEL ONE STATUS WITHIN TWENTY-FOUR MONTHS OF RECEIVING THE FIRST GRANT AWARD. § 3. Subdivision 1 of section 206 of the public health law is amended by adding a new paragraph (w) to read as follows: (W) ESTABLISH, IN CONJUNCTION WITH THE OFFICE FOR THE AGING, A CENTER FOR TECHNICAL ASSISTANCE IN RELATION TO AGE-FRIENDLY HEALTH SYSTEMS. SUCH CENTER SHALL BE A PUBLIC-PRIVATE ENTITY AND SHALL UTILIZE OUTSIDE ENTITIES INCLUDING BUT NOT LIMITED TO THE INSTITUTE FOR HEALTHCARE IMPROVEMENT. § 4. The section heading of section 2995-b of the public health law, as added by chapter 542 of the laws of 2000, is amended and a new subdi- vision 4 is added to read as follows: Hospital [report cards] PERFORMANCE DATA. 4. SPECIAL DESIGNATIONS. USING CRITERIA DEVELOPED FROM DATA COLLECTED PURSUANT TO THIS SECTION AND OTHER CRITERIA, THE DEPARTMENT SHALL DESIG- NATE HOSPITALS THAT ARE WELL EQUIPPED IN TERMS OF EXPERTISE AND TECHNOL- EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
