Provides that guidelines by the state procurement council shall include certain preferences for any business located in a county within the state with a population of less than one million based on the latest federal decennial census or any small business as such term is defined in section one hundred thirty-one of the economic development law.

BILL NUMBER: S923 SPONSOR: COONEY TITLE OF BILL: An act to amend the state finance law, in relation to guidelines by the state procurement council SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends section 161 of the state finance law to add a new subdivision 2-a which requires that the guidelines established pursuant to this section shall include a preference for any business located in a county within the state with a population of less than one million based on the most recent federal decennial census or a small business as such term is defined in section 131 of the economic development law. JUSTIFICATION: Businesses operating in less populous counties and small businesses are among those most adversely affected across the state. COONEY -- read twice and ordered printed, and when printed to be committed to the Committee on Procurement and Contracts AN ACT to amend the state finance law, in relation to guidelines by the state procurement council THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 161 of the state finance law is amended by adding a new subdivision 2-a to read as follows: 2-A. THE GUIDELINES ESTABLISHED PURSUANT TO THIS SECTION SHALL INCLUDE A PREFERENCE FOR ANY BUSINESS LOCATED IN A COUNTY WITHIN THE STATE WITH A POPULATION OF LESS THAN ONE MILLION BASED ON THE LATEST FEDERAL DECEN- NIAL CENSUS OR ANY SMALL BUSINESS, AS SUCH TERM IS DEFINED IN SECTION ONE HUNDRED THIRTY-ONE OF THE ECONOMIC DEVELOPMENT LAW. § 2.
