TITLE OF BILL:

An act to amend the education law, in relation to the assignment of a
personal identification number to each application for acceptance to the
state university and the city university

 
PURPOSE OR GENERAL IDEA OF BILL:

The purpose of this bill is to direct the assignments of personal iden-
tification numbers to applications for acceptance to the State Universi-
ties and City Universities of New York.

 
SUMMARY OF PROVISION:

Section 1: Amends section 355 of the education law by adding subdivision
22 that explains that the State University trustees shall mandate an
institution to assign a personal identification number to each applica-
tion for acceptance to institutions. The personal identification number
will replace any other identifying information relating to the prospec-

tive student, including name and address, until the student is accepted
or denied admission.

Section 2: Amends section 6206 of the education law by adding subdivi-
sion 2 -a that explains that the City University trustees shall also
mandate each institution to assign a personal identification number to
each application for acceptance that would replace any other identifying
information, such as name and address, until the student is accepted or
denied.

Section 3: This act shall take effect on the thirteenth day after it
shall have become law.

 
JUSTIFICATION:

With the Supreme Court's reversal of affirmative action, discriminatory
admission processes may become more prevalent, leading to less minority
and underprivileged students being admitted into higher education insti-
tutions. The use of a personal identification number in place of other
identifying information such as name and address may help prevent
discrimination based on harmful connotations admissions professionals
may associate with certain names or addresses. This bill would help
protect students from facing discrimination during the admissions proc-
ess, promote broader access to education, and help promote and preserve
diversity within higher education.

 AN ACT to amend the education law, in relation to the  assignment  of  a
   personal  identification  number to each application for acceptance to
   the state university and the city university
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 355 of the education law is amended by adding a new
 subdivision 22 to read as follows:
   22.  THE STATE UNIVERSITY TRUSTEES SHALL MANDATE THAT EACH STATE-OPER-
 ATED INSTITUTION OF THE STATE UNIVERSITY PROVIDE FOR THE ASSIGNMENT OF A
 PERSONAL  IDENTIFICATION  NUMBER  TO  EACH  APPLICATION  FOR  ACCEPTANCE
 RECEIVED  BY SUCH INSTITUTION. SUCH PERSONAL IDENTIFICATION NUMBER SHALL
 BE USED THROUGHOUT THE ADMISSIONS PROCESS IN PLACE OF ANY OTHER  IDENTI-
 FYING  INFORMATION  RELATING  TO SUCH PROSPECTIVE STUDENT INCLUDING NAME
 AND ADDRESS, UNTIL SUCH TIME AS A STUDENT IS ACCEPTED OR  DENIED  ADMIS-
 SION.
   §  2.    Section  6206 of the education law is amended by adding a new
 subdivision 2-a to read as follows:
   2-A. THE BOARD OF TRUSTEES SHALL MANDATE THAT EACH COLLEGE OF THE CITY
 UNIVERSITY PROVIDE FOR  THE  ASSIGNMENT  OF  A  PERSONAL  IDENTIFICATION
 NUMBER  TO EACH APPLICATION FOR ACCEPTANCE RECEIVED BY SUCH INSTITUTION.
 SUCH PERSONAL IDENTIFICATION NUMBER SHALL BE USED THROUGHOUT THE  ADMIS-
 SIONS  PROCESS IN PLACE OF ANY OTHER IDENTIFYING INFORMATION RELATING TO
 SUCH PROSPECTIVE STUDENT INCLUDING NAME AND ADDRESS, UNTIL SUCH TIME  AS
 A STUDENT IS ACCEPTED OR DENIED ADMISSION.
   §  3.  This  act shall take effect on the thirtieth day after it shall
 have become a law.
