BILL NUMBER: S9512 Revised 5/24/2024 SPONSOR: COONEY TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to including red cross vehicles as authorized emergency vehicles PURPOSE OR GENERAL IDEA OF BILL: To define red cross vehicles and to designate red cross vehicles as authorized emergency vehicles under the vehicle and traffic law. SUMMARY OF PROVISIONS: Section 1: Amends section 101 of the Vehicle and Traffic Law to add red cross vehicles to the list of authorized emergency vehicles. Section 2: Adds a new section 117-f to the Vehicle and Traffic Law to define red cross vehicles and to establish requirements and standards for their operation. COONEY -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to including red cross vehicles as authorized emergency vehicles THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 101 of the vehicle and traffic law, as amended by chapter 496 of the laws of 2021, is amended to read as follows: § 101. Authorized emergency vehicle. Every ambulance, police vehicle or bicycle, correction vehicle, fire vehicle, civil defense emergency vehicle, emergency ambulance service vehicle, blood delivery vehicle, human organ delivery vehicle, RED CROSS VEHICLE, county emergency medical services vehicle, environmental emergency response vehicle, sanitation patrol vehicle, hazardous materials emergency vehicle and ordnance disposal vehicle of the armed forces of the United States. § 2. The vehicle and traffic law is amended by adding a new section 117-f to read as follows: § 117-F. RED CROSS VEHICLE. ANY VEHICLE WHICH IS OWNED OR LEASED AND OPERATED BY THE AMERICAN NATIONAL RED CROSS, OR ANY CHAPTER OR BRANCH THEREOF, AND EQUIPPED AND CLEARLY MARKED AS A RED CROSS VEHICLE. NO OPERATOR OF A RED CROSS VEHICLE SHALL EXERCISE THE PRIVILEGES SET FORTH IN SECTION ELEVEN HUNDRED FOUR OF THIS CHAPTER. § 3. This act shall take effect immediately.
