BILL NUMBER: S9608 SPONSOR: CANZONERI-FITZPATRICK TITLE OF BILL: An act to amend the public authorities law, in relation to installation and maintenance of automated external defibrillators on trains operated by the metropolitan transportation authority PURPOSE: Requires all trains and stations operated by the Long Island Railroad Company have automated external defibrillators. SUMMARY OF PROVISIONS: Section 1: Paragraph a of subdivision 1 of section 1266-b of the public authorities law, as amended by chapter 396 of the laws of 2005. CANZONERI-FITZPATRICK -- read twice and ordered printed, and when printed to be committed to the Committee on Trans- portation AN ACT to amend the public authorities law, in relation to installation and maintenance of automated external defibrillators on trains oper- ated by the metropolitan transportation authority THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1266-a of the public authorities law, as added by chapter 928 of the laws of 1977, is amended to read as follows: § 1266-a. Medical emergency services. The authority is hereby author- ized and directed to prepare and develop a medical emergency services program to be implemented at a time to be specified in such program for the benefit of persons utilizing transportation and other related services of the authority. Such program [may] SHALL include but not be limited to provision for the following: The training of designated employees in first aid, emergency techniques and procedures, handling and positioning of stricken commuters, [and] knowledge of procedures and equipment used for respiratory and cardiac emergencies, AND THE PROVISION AND AVAILABILITY OF AT LEAST ONE AUTOMATED EXTERNAL DEFIBRIL- LATOR, AS DEFINED IN SECTION THREE THOUSAND-B OF THE PUBLIC HEALTH LAW, ON EACH TRAIN OPERATED BY THE AUTHORITY IN A MANNER THAT IS IN ACCORD- ANCE WITH THE REQUIREMENTS AND PROTECTIONS OF SUCH SECTION THREE THOU- SAND-B. Such program shall be submitted to the legislature not later than one hundred eighty days next succeeding the effective date of this section. § 2. Paragraph a of subdivision 1 of section 1266-b of the public authorities law, as amended by chapter 396 of the laws of 2005, is amended to read as follows: a. The authority in consultation with the Long Island Rail Road is hereby authorized and directed to implement a comprehensive medical emergency services program, including an emergency response protocol, not later than September first, two thousand five, for the benefit of persons utilizing transportation and other related services of the Long EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
