 Introduced  by Sen. GALLIVAN -- read twice and ordered printed, and when
   printed to be committed to the Committee on Rules
 
 AN ACT to amend the  environmental  conservation  law,  in  relation  to
   requiring  hydrofluorocarbon  substance  standards  conform  with  the
   United States environmental protection agency rules and regulations

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Section  19-0301 of the environmental conservation law is
 amended by adding a new subdivision 6 to read as follows:
   6. ANY RULES OR REGULATIONS RELATING TO  HYDROFLUOROCARBON  SUBSTANCES
 ESTABLISHED  OR  IMPLEMENTED  BY  THE DEPARTMENT SHALL CONFORM WITH, AND
 SHALL NOT EXCEED, ANY APPLICABLE RULES OR REGULATIONS SET FORTH  BY  THE
 UNITED  STATES  ENVIRONMENTAL PROTECTION AGENCY RELATING TO HYDROFLUORO-
 CARBON SUBSTANCES.  FOR THE PURPOSES OF THIS SUBDIVISION,  "HYDROFLUORO-
 CARBON  SUBSTANCES"  SHALL  MEAN ANY SUBSTANCES USED IN AIR CONDITIONING
 AND REFRIGERATION EQUIPMENT, AEROSOL PROPELLANTS AND FOAM END-USES.
   § 2. This act shall take effect immediately.
