Prohibits the establishment or enforcement of regulations on the percentage of zero-emission vehicles in manufacturers' sales fleets of medium-duty and heavy-duty vehicles until the availability of charging infrastructure, and the cost and availability of zero-emission medium-duty and heavy-duty vehicles makes the sale of such vehicles more practicable.

 AN ACT to amend the environmental conservation law, in relation to regu-
   lations on the percentage of zero-emission vehicles in  manufacturers'
   sales fleets
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 19-0306-b of the environmental conservation law  is
 amended by adding a new subdivision 6 to read as follows:
   6.  NOTWITHSTANDING ANY OTHER LAW, RULE OR REGULATION TO THE CONTRARY,
 NO REGULATION SHALL BE ESTABLISHED OR ENFORCED RELATING TO THE  PERCENT-
 AGE  OF ZERO-EMISSION VEHICLES IN MANUFACTURERS' SALES FLEETS OF MEDIUM-
 DUTY AND HEAVY-DUTY VEHICLES UNTIL THE AVAILABILITY OF SUFFICIENT CHARG-
 ING INFRASTRUCTURE, AND  THE  COST  AND  AVAILABILITY  OF  ZERO-EMISSION
 MEDIUM-DUTY  AND  HEAVY-DUTY  VEHICLES  MAKES  THE SALE OF ZERO-EMISSION
 MEDIUM-DUTY AND HEAVY-DUTY VEHICLES MORE PRACTICABLE.
   § 2. This act shall take effect immediately.
