   and when printed to be committed to the Committee on Rules
 
 AN ACT to amend the administrative code of the  city  of  New  York,  in
   relation  to  discounted quarterly municipal parking field permits for
   seniors
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. The administrative code of the city of New York is amended
 by adding a new section 19-162.6 to read as follows:
   § 19-162.6 DISCOUNTED CITY-ISSUED QUARTERLY  MUNICIPAL  PARKING  FIELD
 PERMITS.  1. FOR THE PURPOSES OF THIS SECTION, THE FOLLOWING TERMS SHALL
 HAVE THE FOLLOWING MEANINGS:
   (A) "AREA MEDIAN INCOME" SHALL MEAN THE MEDIAN FAMILY INCOME  FOR  THE
 AREA, AS DEFINED ANNUALLY BY THE UNITED STATES DEPARTMENT OF HOUSING AND
 URBAN  DEVELOPMENT (HUD) FOR THE NEW YORK, NY HUD METRO FMR AREA (FMRA),
 ADJUSTED FOR THE SIZE OF THE HOUSEHOLD.
   (B) "CITY-ISSUED QUARTERLY MUNICIPAL PARKING FIELD PERMIT" SHALL  MEAN
 A  PERMIT  ISSUED  ON A QUARTERLY BASIS BY THE DEPARTMENT THAT INDICATES
 PERMISSION TO PARK IN A MUNICIPAL PARKING FIELD OPERATED BY THE  DEPART-
 MENT.
   (C)  "MUNICIPAL PARKING FIELD" SHALL MEAN AN OFF-STREET PARKING FIELD,
 LOT, GARAGE OR OTHER OFF-STREET PARKING STRUCTURE OWNED AND OPERATED  BY
 THE DEPARTMENT FOR PUBLIC USE.
   2.  PARKING  RATES  FOR  CITY-ISSUED QUARTERLY MUNICIPAL PARKING FIELD
 PERMITS FOR MUNICIPAL  PARKING  FIELDS  SHALL  BE  REDUCED  FOR  PERSONS
 SIXTY-TWO  YEARS  OF  AGE  OR OLDER WITH ANNUAL GROSS INCOMES OF NO MORE
 THAN FIFTY PERCENT OF THE AREA MEDIAN INCOME. SUCH REDUCED  RATES  SHALL
 BE NO GREATER THAN FIFTY PERCENT OF THE HIGHEST PARKING RATE CHARGED FOR
 A CITY-ISSUED QUARTERLY MUNICIPAL PARKING FIELD PERMIT.
   3. EACH PERSON APPLYING FOR A DISCOUNTED CITY-ISSUED QUARTERLY MUNICI-
 PAL  PARKING  FIELD PERMIT OR FOR RENEWAL THEREOF SHALL FILE AN APPLICA-
 TION IN SUCH FORM AND DETAIL AS THE COMMISSIONER MAY PRESCRIBE.
   4. UPON THE APPROVAL OF AN APPLICATION SUBMITTED PURSUANT TO  SUBDIVI-
 SION  THREE  OF  THIS  SECTION,  THE DEPARTMENT SHALL ISSUE A DISCOUNTED
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
