 AN ACT to amend the education law, in relation to enacting the "New York
   city Caribbean steel pan educational music program act"
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Short title. This act shall be known and may  be  cited  as
 the "New York city Caribbean steel pan educational music program act".
   §  2.  Paragraph  (c) of subdivision 1 of section 414 of the education
 law, as amended by chapter 345 of the laws of 2009, is amended  to  read
 as follows:
   (c)  For  holding  social,  civic and recreational meetings and enter-
 tainments, and other uses pertaining to the welfare  of  the  community;
 but  such  meetings,  entertainment  and uses shall be non-exclusive and
 shall be open to the general public; PROVIDED, HOWEVER, COMMUNITY SCHOOL
 BOARDS IN THE CITY OF NEW YORK SHALL, WHERE  REASONABLE,  AUTHORIZE  THE
 USE  OF SCHOOL GROUNDS DURING THE SUMMER MONTHS FOR USE BY ANY STEEL PAN
 MUSIC ORGANIZATION TO PRACTICE FOR THE LABOR  DAY  PARADE  (WEST  INDIAN
 CARNIVAL),  CONSISTENT  WITH SUBDIVISION TWENTY-SEVEN OF SECTION TWENTY-
 FIVE HUNDRED NINETY-H OF THIS CHAPTER. Civic meetings shall include, but
 not be limited to, meetings of parent  associations  and  parent-teacher
 associations.
   § 3. Subdivision 27 of section 2590-h of the education law, as amended
 by chapter 345 of the laws of 2009, is amended to read as follows:
   27.  Promulgate regulations, in conjunction with each community super-
 intendent, establishing a plan for providing access to school facilities
 in each community school district, when not in use for school  purposes,
 in  accordance  with  the provisions of section four hundred fourteen of
 this chapter.  SUCH PLAN SHALL INCLUDE ACCESS TO SCHOOL  GROUNDS  DURING
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.
