   FORREST, LUCAS, JONES, CONRAD, BRONSON -- read once  and  referred  to
   the Committee on Social Services
 
 AN ACT to amend the social services law, in relation to exempting income
   earned  by  persons  from  certain  job  training  or  adult education
   programs from the determination of need for public assistance programs
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Paragraph  (a)  of  subdivision 8 of section 131-a of the
 social services law is amended by adding a  new  subparagraph  (xiv)  to
 read as follows:
   (XIV)  ALL  OF  THE INCOME OF A HEAD OF HOUSEHOLD OR ANY PERSON IN THE
 HOUSEHOLD, WHO IS RECEIVING SUCH AID OR FOR WHOM AN APPLICATION FOR SUCH
 AID HAS BEEN MADE, WHICH IS DERIVED  FROM  PARTICIPATION  IN  A  PROGRAM
 CARRIED  OUT  UNDER THE FEDERAL WORKFORCE INNOVATION AND OPPORTUNITY ACT
 (P.L. 113-128) OR ANY SUCCESSOR ACT  OR  PUBLIC  ASSISTANCE  EMPLOYMENT,
 TRAINING OR SKILLS CERTIFICATION PROGRAM, PROVIDED, HOWEVER, THAT IN THE
 CASE  OF  EARNED INCOME SUCH DISREGARD MUST BE APPLIED FOR AT LEAST, BUT
 NO LONGER THAN, SIX CONSECUTIVE MONTHS FOLLOWING THE  LAST  DAY  OF  THE
 MONTH IN WHICH SUCH PERSON COMMENCES EMPLOYMENT AFTER COMPLETING A QUAL-
 IFYING JOB TRAINING OR ADULT EDUCATION PROGRAM.
   § 2. This act shall take effect immediately.
