DURSO -- read once and referred to the Committee on Mental Health AN ACT to amend the mental hygiene law, in relation to establishing a law enforcement, first responder, active and non-active-duty service members and veteran informational mobile application THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The mental hygiene law is amended by adding a new section 7.49 to read as follows: § 7.49 LAW ENFORCEMENT, FIRST RESPONDER, ACTIVE AND NON-ACTIVE-DUTY SERVICE MEMBERS AND VETERAN INFORMATIONAL MOBILE APPLICATION. 1. THE OFFICE SHALL CREATE AND OPERATE A NEW YORK-TAILORED, MEMBER- SHIP-BASED MOBILE APPLICATION FOR LAW ENFORCEMENT PERSONNEL, FIRST RESPONDERS, AND ACTIVE AND NON-ACTIVE-DUTY SERVICE MEMBERS AND VETERANS. 2. (A) THE COMMISSIONER IS AUTHORIZED TO CONTRACT WITH A MOBILE DEVEL- OPER TO CREATE AND OPERATE SUCH APPLICATION ON A STATEWIDE BASIS FOLLOW- ING A COMPETITIVE BIDDING PROCESS AS SET FORTH IN THE STATE FINANCE LAW. (B) THE COMMISSIONER, IN CONSULTATION WITH THE COMMISSIONER OF CRIMI- NAL JUSTICE SERVICES, THE COMMISSIONER OF VETERANS' SERVICES, AND OTHER RELEVANT STAKEHOLDERS AT THE DISCRETION OF THE COMMISSIONER, SHALL INCLUDE THE FOLLOWING APPLICATION PLATFORM DELIVERABLES, AND ANY OTHER TOOLS THE COMMISSIONER SHALL DEEM NECESSARY, IN THE REQUEST FOR PROPOSALS: (I) THE PLATFORM SHALL HAVE THE CAPABILITY TO DELIVER EDUCATION, RESOURCES AND SUPPORT TO LAW ENFORCEMENT PERSONNEL, FIRST RESPONDERS, ACTIVE AND NON-ACTIVE-DUTY SERVICE MEMBERS, VETERANS AND THEIR FAMILIES, INCLUDING NEW YORK-SPECIFIC INFORMATION SUCH AS LINKS TO DEPARTMENT AND OTHER STATE AGENCY PROGRAMS AND RESOURCES AVAILABLE TO LAW ENFORCEMENT PERSONNEL, FIRST RESPONDERS, ACTIVE AND NON-ACTIVE-DUTY SERVICE MEMBERS, AND VETERANS.
