   the Committee on Environmental Conservation
 
 AN  ACT  to amend the environmental conservation law, in relation to fee
   exemptions for disabled veterans
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  Section  11-0715 of the environmental conservation law is
 amended by adding a new subdivision 2-a to read as follows:
   2-A. NOTWITHSTANDING THE OTHER PROVISIONS OF THIS SECTION, ANY  FORMER
 MEMBER OF THE UNITED STATES ARMED FORCES WITH A DISABILITY, IRRESPECTIVE
 OF RESIDENCY, IS ENTITLED TO SEVEN DAYS OF SPORTING ACTIVITY IN NEW YORK
 STATE,  TO  BE USED AT ANYTIME DECIDED UPON BY SUCH PERSON, DURING WHICH
 SUCH PERSON SHALL BE AUTHORIZED WITHOUT CHARGE TO PARTAKE IN ANY OF  THE
 ACTIVITIES  NORMALLY  REQUIRING  EITHER  A  LICENSE  OR PERMIT UNDER THE
 PROVISIONS OF THIS ARTICLE.
   THE COMMISSIONER SHALL DETERMINE WHAT CONSTITUTES A DISABILITY FOR THE
 PURPOSES OF THIS SUBDIVISION AND SHALL ADOPT SUCH RULES AND  REGULATIONS
 NECESSARY FOR THE IMPLEMENTATION OF THIS SUBDIVISION.
   §  2.  This  act shall take effect on the thirtieth day after it shall
 have become a law.
