RAJKUMAR -- read once and referred to the Commit- tee on Correction AN ACT to amend the administrative code of the city of New York, the social services law and the executive law, in relation to providing comprehensive services to individuals with a persistent pattern of involvement in the criminal justice system; and providing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. This act shall be known and may be cited as "the 9,000 act". § 2. The administrative code of the city of New York is amended by adding a new section 9-313 to read as follows: § 9-313 COMPREHENSIVE SERVICES TO PREVENT RECIDIVISM. 1. THE OFFICE SHALL IDENTIFY NO MORE THAN NINETY-FIVE HUNDRED INDIVIDUALS WITH A PERSISTENT PATTERN OF ARREST AND FAILURE TO APPEAR IN COURT AND, IN CONJUNCTION WITH: THE OFFICE FOR NEIGHBORHOOD SAFETY AND THE PREVENTION OF GUN VIOLENCE, THE DEPARTMENT OF HEALTH AND MENTAL HYGIENE, THE DEPARTMENT OF SOCIAL SERVICES, THE DEPARTMENT OF HOMELESS SERVICES, THE DEPARTMENT OF EDUCATION, THE STATE DIVISION OF CRIMINAL JUSTICE SERVICES, THE STATE OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE, THE STATE OFFICE OF CHILDREN AND FAMILY SERVICES, THE STATE DEPARTMENT OF EDUCATION, THE STATE OFFICE OF MENTAL HEALTH, AND THE STATE OFFICE OF ADDICTION SERVICES AND SUPPORTS, ENGAGE WITH AS MANY OF SUCH IDENTIFIED INDIVIDUALS AS POSSIBLE TO PROVIDE COMPREHENSIVE SERVICES INCLUDING, BUT NOT LIMITED TO, EDUCATION, VOCATIONAL TRAINING, HOUSING, FINANCIAL SUPPORT, HEALTHCARE, AND MENTAL HEALTHCARE. NO PROVISION OF SERVICES UNDER THIS PROGRAM SHALL BE CONTINGENT ON A CRIMINAL BACKGROUND CHECK OF SUCH INDIVIDUALS. 2.
