 AN  ACT  to  amend  the  education law, in relation to requiring student
   athletes participating in public school sponsored  athletics  complete
   anti-bullying, anti-hazing and anti-harassment training

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 305 of the education law is amended by adding a new
 subdivision 63 to read as follows:
   63. THE COMMISSIONER SHALL PROMULGATE RULES AND REGULATIONS TO  ESTAB-
 LISH  UNIFORM  STATEWIDE  PROTOCOLS  TO MAKE PARTICIPATION IN ALL PUBLIC
 SCHOOL SPONSORED ATHLETICS, IN GRADES SEVEN THROUGH TWELVE,  SUBJECT  TO
 MANDATORY  ANTI-BULLYING,  ANTI-HAZING  AND ANTI-HARASSMENT TRAINING FOR
 STUDENT ATHLETES AND THEIR GUARDIANS EACH SEASON. THE  DEPARTMENT  SHALL
 DEVELOP  PARAMETERS  FOR  SUCH  A  CLASS,  AND EACH DISTRICT'S ATHLETICS
 DIRECTOR SHALL BE TASKED WITH FORMULATING THE MANNER  IN  WHICH  STUDENT
 ATHLETES AND THEIR GUARDIANS COMPLETE SUCH TRAINING. FAILURE TO COMPLETE
 THE  TRAINING  WOULD  BAR THE STUDENT ATHLETE FROM PARTICIPATING IN SUCH
 ATHLETICS UNTIL THE TRAINING IS COMPLETED.
   § 2. This act shall take effect on the first of July  next  succeeding
 the date on which it shall have become a law. Effective immediately, the
 addition,  amendment  and/or  repeal of any rule or regulation necessary
 for the implementation of this act on its effective date are  authorized
 to be made and completed on or before such effective date.
