 AN ACT to amend the executive law, the public health law, and the admin-
   istrative  code  of  the  city  of  New  York, in relation to postcard
   containing information about publicly available child care  assistance
   programs

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivision 16 of section 501  of  the  executive  law,  as
 added  by  chapter  465 of the laws of 1992 and as renumbered by chapter
 170 of the laws of 1994, is amended to read as follows:
   16. TO DEVELOP AND PUBLISH, IN CONSULTATION WITH THE  COMMISSIONER  OF
 THE  DEPARTMENT  OF  HEALTH,  A  POSTCARD  CONTAINING  INFORMATION ABOUT
 PUBLICLY AVAILABLE CHILD CARE ASSISTANCE PROGRAMS  AND  HOW  INDIVIDUALS
 MAY APPLY FOR AND RECEIVE ASSISTANCE UNDER SUCH PROGRAMS.
   17.  To  perform such acts as are necessary or convenient to carry out
 the division's functions, powers and duties in furtherance of  the  best
 interests of youth, consistent with the provisions of this article.
   §  2.  Section 206 of the public health law is amended by adding a new
 subdivision 32 to read as follows:
   32. THE COMMISSIONER SHALL MAIL INFORMATIONAL POSTCARDS ABOUT PUBLICLY
 AVAILABLE CHILD CARE ASSISTANCE PROGRAMS, AS DEVELOPED AND PUBLISHED  BY
 THE  OFFICE  OF CHILDREN AND FAMILY SERVICES, TO THE RESIDENTIAL ADDRESS
 THAT IS LISTED ON A CERTIFICATE OF LIVE BIRTH AND  REGISTERED  WITH  THE
 DEPARTMENT.
   § 3. Section 17-166 of the administrative code of the city of New York
 is amended by adding a new subdivision f to read as follows:
   F.  THE  DEPARTMENT  SHALL MAIL INFORMATIONAL POSTCARDS ABOUT PUBLICLY
 AVAILABLE CHILD CARE ASSISTANCE PROGRAMS, AS DEVELOPED AND PUBLISHED  BY
 THE  OFFICE  OF CHILDREN AND FAMILY SERVICES, TO THE RESIDENTIAL ADDRESS
