S T A T E O F N E W Y O R K ________________________________________________________________________ 8033 2025-2026 Regular Sessions I N A S S E M B L Y April 22, 2025 ___________ Introduced by M. of A. ROMERO -- read once and referred to the Committee on Higher Education AN ACT to amend the education law, in relation to requiring colleges and universities in the state to adopt a policy that requires students in programs for teaching, school administration, or counseling to have a curriculum that promotes diversity, equity and inclusion, and is multilingual for teaching immigrant-origin students THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 6206 of the education law is amended by adding a new subdivision 24 to read as follows: 24. NOTWITHSTANDING ANY LAW, RULE OR REGULATION TO THE CONTRARY, THE BOARD OF TRUSTEES SHALL UPDATE COURSE CURRICULUM AS NECESSARY TO REQUIRE SENIOR COLLEGES AND COMMUNITY COLLEGES WITHIN THE CITY UNIVERSITY INCLUDE, WITHIN ALL EDUCATION PROGRAMS FOR TEACHERS, ADMINISTRATORS AND COUNSELORS, THE TOPICS OF LOCAL, STATE AND NATIONAL IMMIGRATION POLICY AND IMMIGRANT INTEGRATION AND HOW TO BEST EDUCATE IMMIGRANT-ORIGIN STUDENTS WITH DIFFERENT STATUS IN WAYS THAT PROMOTE DIVERSITY, EQUITY AND INCLUSION, AND ARE MULTILINGUAL. AS USED IN THIS SUBDIVISION: A. "DIVERSITY, EQUITY AND INCLUSION" INCLUDES, BUT IS NOT LIMITED TO, CULTURAL SENSITIVITY, AND AWARENESS OF CONSCIOUS AND UNCONSCIOUS BIASES; AND B. "MULTILINGUAL" MEANS THAT THE PERSON SPEAKS OR UNDERSTANDS A LANGUAGE OTHER THAN ENGLISH AND POSSIBLY SPEAKS OR UNDERSTANDS LITTLE OR NO ENGLISH, AND MAY REQUIRE SUPPORT IN ORDER TO BECOME PROFICIENT IN ENGLISH. § 2. Section 355 of the education law is amended by adding a new subdivision 2-b to read as follows: 2-B. NOTWITHSTANDING ANY LAW, RULE OR REGULATION TO THE CONTRARY, THE STATE UNIVERSITY TRUSTEES SHALL UPDATE COURSE CURRICULUM AS NECESSARY TO EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
