 AN ACT to amend the veterans' services law, in relation to  establishing
   a New York state veterans' and service member law book
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 4 of the  veterans'  services  law  is  amended  by
 adding a new subdivision 40 to read as follows:
   40.  TO  ANNUALLY  PUBLISH AND KEEP CURRENT A COMPILATION OF ALL STATE
 STATUTES  GOVERNING  THE  RIGHTS,  PRIVILEGES,  BENEFITS  AND   SERVICES
 AFFORDED  TO VETERANS, SERVICE MEMBERS AND THEIR FAMILIES. SUCH COMPILA-
 TION SHALL BE ANNOTATED WITH  COMMENTARY  AND  CITATIONS  TO  CASE  LAW,
 GENERAL  COUNSEL  OPINIONS AND AGENCY REGULATIONS RELEVANT TO THE INTER-
 PRETATION OF EACH STATUTE TO ASSIST  VETERANS  AND  THEIR  ADVOCATES  IN
 UNDERSTANDING  THE  LAW.    THE  DEPARTMENT SHALL MAKE REFERENCE TO THIS
 COMPILATION AT THE SEMINARS PROVIDED PURSUANT TO SUBDIVISIONS  FIVE  AND
 SIX  OF  THIS  SECTION. THE COMPILATION SHALL BE AVAILABLE IN BOTH PRINT
 AND ELECTRONIC EDITIONS.  THE ELECTRONIC EDITION SHALL BE  CONSPICUOUSLY
 POSTED  ON  THE DEPARTMENT'S WEBSITE AND A PRINT COPY OF THE COMPILATION
 SHALL BE PROVIDED TO VETERANS, SERVICE MEMBERS, THEIR FAMILY MEMBERS AND
 ADVOCATES UPON REQUEST.
   § 2. This act shall take effect immediately.
